Wembley Stadium Area

Notice is hereby given that the Council of the London Borough of Brent, on 26th January 1998 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.

  2. The general effect of:

  (A) the “Prescribed Routes” Traffic Order will be to:
      (i) prohibit vehicular traffic entering the lengths of carriageway specified in Schedules 1 and 2 to this notice on the dates and during the times specified at the beginning of each of the said Schedules;
      (ii) impose one-way working for vehicular traffic in the lengths of roads specified in column 1 of Schedule 3 to this notice in the direction specified in relation thereto in column 2 of the said Schedule on the dates and during the times specified at the beginning of Schedule 2;
      Note: The one-way working around the island sites situated at the junction of Wembley Park Drive and Empire Way imposed by the London Traffic (Prescribed Routes) (No. 12) Regulations 1948 and the one-way working on the south-east side of the island site situated at the junction of Forty Lane and Bridge Road imposed by the Brent (Prescribed Routes) (No. 1) Traffic Order 1980 will be suspended.
      (iii) compel vehicular traffic proceeding in any road specified in column 1 of Schedules 4 and 5 to this notice to turn left into the road specified in relation thereto in column 2 of the said Schedules on the dates and during the times specified at the beginning of each of the said Schedules;
      Note: The existing compulsory left turn from the carriageway on the south-east side of the island site situated at the junction of Bridge Road and Forty Lane imposed by the Brent (Prescribed Routes) (No. 1) Traffic Order 1980 will be suspended.
      (iv) compel vehicular traffic proceeding in any road specified in column 1 of Schedule 6 to this notice to turn right into the road specified in relation thereto in column 2 of the said Schedule on the dates and during the times specified at the beginning of Schedule 2;
      (v) prohibit vehicular traffic proceeding in any road specified in column 1 of Schedules 7 and 8 to this notice from turning left into the road specified in relation thereto in column 2 of the said Schedules on the dates and during the times specified at the beginning of each of the said Schedules;
      (vi) prohibit vehicular traffic proceeding in any road specified in column 1 of Schedules 9 and 10 to this notice from turning right into the road specified in relation thereto in column 2 of the said Schedules on the dates and during the times specified at the beginning of each of the said Schedules.

  (B) the “Waiting and Loading Restriction” Order will be to apply in a modified form the provisions of the Brent (Waiting and Loading Restriction) Order 1979, so that on the dates specified at the beginning of Schedule 11:
      (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited:
        (a) at any time in the lengths of streets specified in Part 1 of the said Schedule;
        (b) between 8 a.m. and 9 p.m. in the lengths of streets specified in Part 2 of the said Schedule;
        (c) between 10 a.m. and 9 p.m. in the lengths of streets specified in Part 3 of the said Schedule;
        (d) between 3 p.m. and midnight in the lengths of streets specified in Part 4 of the said Schedule;
      (ii) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) for a period of more than 20 minutes in the same place will be prohibited:
        (a) between 11 a.m. and 6.30 p.m. in the lengths of streets referred to in (i)(a)(b)(c), and (d) above;
        (b) between 4.30 p.m. and 6.30 p.m. in the lengths of streets referred to in (i)(e) above;
      (iii) the sale or offer for sale of goods from a vehicle will be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
      (iv) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, will be prohibited;
      (v) any existing restrictions (except morning peak hour restrictions in Bridge Road, Forty Avenue and Wembley Park Drive) in the lengths of streets referred to in sub-paragraphs (i) and (ii) above will be suspended.

  (C) the “Restriction of Waiting on Bus Stops” Order will be to apply the provisions of the Brent (Restriction of Waiting on Bus Stops) (No. 1) Traffic Orders of 1974, 1977 and 1982 so that the restrictions on waiting by vehicles imposed by those Orders will now apply to the bus stops specified in Schedule 12 to this notice at any time on the dates specified at the beginning of Schedule 1.

  (D) the “Parking Places” Order will be to:
      (i) designate parking places on the highways specified in Schedule 13 to this notice on the dates specified at the beginning of Schedule 1;
      (ii) provide that the parking places so designated will operate between 10 a.m. and 9 p.m.;
      (iii) specify that the vehicles which may be left in the parking places shall be:
        (a) passenger vehicles (8 seats or less), goods carrying vehicles not more than 2.28 metres in height and the overall length of which does not exceed 5.25 metres and invalid carriages;
        (b) displaying a valid residents’ permit;
      (iv) provide that permits will be issued by the Council, on application being made, to any person residing in any of the controlled streets referred to in sub-paragraph (i) above who is the owner of a vehicle specified in sub-paragraph (iii)(a) above;
      (v) ‘penalty charge notices’ will be issued and ‘penalty charge’ and ‘reduced penalty charge’ charges will be set under the provisions of section 66 of the Road Traffic Act 1991.

  (E) the “Free Parking Places” Order will be to change the provisions of the Brent (Free Parking Places) Order 1970 so that in relation to the parking place specified in Schedule 14 to this notice on the dates specified at the beginning of Schedule 1:
        (a) provide that the parking place will operate between 8 a.m. and 9 p.m.;
        (b) specify that vehicles which may be left in the parking place shall only be vehicles being used for Police purposes.

  (F) the “Controlled Zone Parking Places” Order will be to change the provisions of the Brent (Parking Places) (No. 3) Order 1997 in so far as the “permitted hours” in relation to the parking places specified in Schedule 15 to this notice will be between 8 a.m. and 9 p.m. on the dates specified at the beginning of Schedule 1.

  (G) the “Brent House Car Park” Order will be to introduce charges for parking in the Brent House Car Park on the dates specified in Schedule 1 to this Notice between 4 p.m. and 8 p.m.

  3. The prohibitions and requirements referred to in paragraph 2(A) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in respect of anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.

  4. The prohibitions referred to in paragraph 2(B)(i) and (ii) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc. from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange Badge” will apply.

  5. A copy of each of the Orders, which will come into operation on 11th February 1998, of a map of the relevant area and of the above-mentioned Orders of 1948, 1970, 1974, 1976, 1977, 1978, 1979, 1980, 1981, 1982, 1987, 1988, 1991, 1992, 1993, 1995, 1997 and 1998 (and of the Orders which have amended or applied those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made at:
  (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and
  (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ.

  6. Copies of the Orders may be purchased from the address mentioned in paragraph 5(b) above.

  7. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
