The City of Westminster (Prescribed Routes) (No. 1) Experimental Traffic Order 1998
Church Street
Notice is hereby given that the Westminster City Council, on 11th February 1998, made
the above-mentioned Order under section 9 of the Road Traffic Regulation Act 1984,
as amended by the Local Government Act 1985.
The general effect of the Order will be to impose one-way working from north-east
to south-west in Church Street between Venables Street and Edgware Road, and suspend
the provisions of the City of Westminster (Prescribed Routes) (No. 1) Traffic Order
1980, which imposed a prohibition on vehicles in Edgware Road, south of Church Street,
from making the right turn into Church Street between 7 a.m. and 7 p.m. on Mondays
to Fridays.
Subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984,
the Council’s Director of Environment and Planning for the time being, or some person
authorised in that behalf by him, may, if it appears to him or that person essential:
(a) in the interests of the expeditious, convenient and safe movement of traffic;
(b) in the interests of providing suitable and adequate parking facilities on the
highway; or
(c) for preserving or improving the amenities of the area through which any road
affected by this Order runs,
modify or suspend the operation of this Order or any provisions of it.
The Order, which will come into force on 21st February 1998, and other documents
giving more detailed particulars of the Order are available for inspection between
9 a.m. and 5 p.m. on Monday to Fridays inclusive, at Hyder Consulting Ltd., Third
Floor, 29 Bressenden Place, London SW1E 5DZ, until such time as the Order ceases to
have effect.
Any person desiring to question the validity of the Order, or of any provision
contained therein on the grounds that it is not within the relevant powers of the
Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof
or of any relevant regulations made thereunder has not been complied with in relation
to the Order may make application for the purpose to the High Court by 25th March
1998.
If the provisions of the Order continue in force for a period of not less than
6 months, the Council will consider in due course whether the provisions of the Order
should be reproduced and continued in force by means of an Order made under section
6 of the said Act of 1984. Anyone who wishes to object to the making of an Order under
section 6 of the said Act of 1984, for the purpose of such reproduction and continuation
in force may, within the period from 21st February 1998 to 20th August 1998, send
a statement in writing of their objection and grounds thereof to the Council’s Agents,
Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, quoting
Ref. WES1118/ORD/1691/AA.
