The Islington (Waiting and Loading Restriction) (Amendment No. 5) Traffic Management Order 1998 and the Islington (Prescribed Routes) (Amendment No. 128) Traffic Management Order 1998, both relating to the Exmouth Market Area, E.C.1. Notice is hereby given that the Islington Borough Council on 16th February 1998, made the above-mentioned Orders under section 6 of the Road Traffic Regulation Act 1984.   2. The general effects of the Orders will be to:   (a) Pedestrianise the area of Exmouth Market which lies between Tysoe Street and Spafield Street between the hours of 7 a.m. and midnight on all days of the week with an exemption for the loading of vehicles between the hours of 7 a.m. and 10 a.m. and 4 p.m. and 7 p.m. on all days of the week.   (b) Pedestrianise the area of Exmouth Market which lies between Farringdon Road and Pine Street between the hours of 7 a.m. and midnight on all days of the week with an exemption for the loading of vehicles between the hours of 7 a.m. and 10 a.m. and 4 p.m. and 7 p.m. on all days of the week.   (c) Pedestrianise the area of Exmouth Market which lies between Pine Street and Spafield Street at all times.   3. Taking into account the restrictions set out in Article 2 of this notice, traffic will be allowed to proceed only as follows:   (a) in a south-westerly direction in Exmouth Market from Tysoe Street to Spafield Street;   (b) in a north-westerly direction in Spafield Street from Exmouth Market to Rosebery Avenue;   (c) in a north-westerly direction in Vineyard Walk from a point 29 metres north-east of the north-eastern kerb-line of Farringdon Road and continuing along the entire length of Pine Street and up to its junction with Rosebery Avenue.   4. The prohibitions referred to in paragraph 2 above will not apply in relation to anything done with the permission of or at the direction of a police constable in uniform, nor will they apply to vehicles of the emergency services, nor will they apply to vehicles of the local authority which are engaged in the maintenance of roads which are included in this notice. Exemptions will also be made for vehicles attending the Church of Our Most Holy Redeemer for weddings, funerals and ceremonial occasions.   5. Copies of the Orders (and a plan indicating details of the measures referred to in paragraph 2 above) and of the Council’s statement of reasons for making the Orders can be inspected until the expiration of a period of 6 months from the date of this notice at the following location, during normal office hours, on Mondays to Fridays inclusive:   The Legal Department, Town Hall, Upper Street, Islington, London N1 2UD. LE/C/HGP.   6. Any person desiring to question the validity of the Order or any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order, may, within 6 weeks of the date on which the Order was made, make application for the purposes to the High Court.
