A243 Leatherhead Road—Proposed Cycle Track

Notice is hereby given that the Council of the Royal Borough of Kingston-upon-Thames proposes to convert the following lengths of footway to cycle tracks, using the powers under section 65(1) and section 66(4) of the Highways Act 1980:   (a) That length of footway on the east side of the A243 Leatherhead Road which lies between the northern kerb-line of Garrison Lane and a point 31 metres north of that kerb-line and has a width throughout of approximately 2 metres;   (b) That length of footway on the east side of the A243 Leatherhead Road which lies between a point 31 metres north of the northern kerb-line of Garrison Lane and a point 34 metres north of the northern kerb-line of Burton Close and has a width throughout of approximately 1.5 metres;   (c) That length of footway on the west side of the A243 Leatherhead Road which lies between the southern kerb-line of the southern kerb-line of Fleetwood Close and a point 37 metres south of that kerb-line and has a width throughout of approximately 1.5 metres;   (d) That length of footway on the north side of Garrison Lane which lies between the eastern kerb-line of the A243 Leatherhead Road and a point 27 metres east of that kerb-line and has a width throughout of approximately 2 metres.   A width of approximately 2 metres will be removed from each of the existing footways referred to in paragraph 1(a) and 1(d) and cycle tracks will be constructed over each width of footway. Pedestrians and cyclists will be segregated by means of a traffic sign consisting of a longitudinal single white line of the size and type shown in Diagram 1049.1 of the Traffic Signs Regulation and General Directions 1994. These lengths of cycle track will be “Two Way”.   A width of approximately 1.5 metres will be removed from each of the existing footways referred to in paragraph 1(b) and 1(c) and cycle tracks will be constructed over each width of footway. Pedestrians and cyclists will be segregated by means of traffic sign consisting of a longitudinal single white line of the size and type shown in Diagram 1049.1 of the Traffic Signs Regulations and General Directions 1994. That length of cycle track specified in paragraph 1(b) shall be one-way southbound; and That length of cycle track specified in paragraph 1(c) shall be one-way northbound.   Plans which indicate the location and effect of the proposals can be inspected between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays inclusive until 16th March 1998 at:   The 2nd Floor Reception area, Guildhall 2, Kingston-upon-Thames KT1 1EU (between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays inclusive); and at   Hook Library, Hook Road, Chessington, Surrey (during normal opening hours).   Further information may be obtained by telephoning the Directorate of Environmental Services (Engineering and Transportation), telephone number 0181-547 4692 or 0181-547 5910.   Persons desiring to comment on the proposals should send a statement in writing to the Director of Environmental Services (Engineering and Transportation), Guildhall 2, Kingston-upon-Thames KT1 1EU, by 16th March 1998.
