LONDON BOROUGH OF ENFIELD

Bush Hill Park Controlled Parking Zone (CPZ)—Various Amendments, including the removal of parts of Countisbury Avenue and Lynmouth Avenue from the CPZ, the introduction of Residents’ Vistor Parking Cards and changes to Residents, Business and Free Parking Places. Further information may be obtained from the Traffic Engineering Group, telephone number 0181-366 6565, extension 3549 or 3553.   Notice is hereby given that the Council of the London Borough of Enfield propose to make:   (a) the Enfield (Resident’s Parking Places) (Bush Hill Park) (Special Parking Area) (No.  ) Order 199  ;   (b) the Enfield (Business Parking Places) (Bush Hill Park) (Special Parking Area) (No.  ) Order 199  ;   (c) the Enfield (Free Parking Places) (Special Parking Area) (No.  ) Order 199  ;   (d) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.  ) Order 199  ; under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991.   2. The general effect of the Orders would be to remove parts of Countisbury Avenue and Lynmouth Avenue from the Bush Hill Park controlled parking zone and to introduce residents’ visitors parking cards and to amend residents, business and free parking facilities in the parking zone. Waiting restrictions would also be varied in certain streets within the parking zone.   3. The effect of the Residents’ Parking Places Order would be to:   (a) remove parts of Countisbury Avenue and Lynmouth Avenue from the Bush Hill Park Controlled Parking Zone;   (b) revoke the designation by:       (i) the Enfield (Resident’s Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994 of the resident’s parking places numbered 4, 5, 18, 24, 29, 37, 39, 52, 63, 66, 72, 80, 82, and 83 therein situated in Alberta Road, Amberley Road, First Avenue, Ladbroke Road, Melbourne Road, St. Mark’s Road and Trinity Avenue;       (ii) the Enfield (Resident’s Parking Places) (Bush Hill Park) (Special Parking Area) (No. 2) Order 1995 of the resident’s parking place numbered 90 therein situated in St. Mark’s Road;       (iii) the Enfield (Resident’s Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1996 of the resident’s parking place numbered 96 therein situated in Edenbridge Road; and       (iv) the Enfield (Resident’s Parking Places) (Bush Hill Park) (Special Parking Area) (No. 2) Order 1996 of the resident’s parking place numbered 98 therein situated in Abbey Road;   (c) designate residents’ parking places in the lengths of Abbey Road, Alberta Road, Amberley Road, Dryden Road, Edenbridge Road, First Avenue, Haileybury Avenue, Ladbroke Road, Leighton Road, Lynmouth Avenue, Melbourne Way, Queen Anne’s Place, St. Mark’s Road, Second Avenue, Third Avenue, Trinity Avenue and Wellington Road specified in Schedule 1 to this notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places;   (d) provide that the residents’ parking places would operate between 1 p.m. and 2 p.m. Mondays to Fridays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (e) specify that the vehicles which may be left in the residents’ parking places shall be those displaying a valid residents’ permit, a valid community health staff permit, a valid social services staff permit, a valid special permit, a valid carers’ permit or a valid residents’ parking card issued by the Borough Council or its authorised agent under the provisions of the Enfield (Residents’ Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994;   (f) provide that the charge for the issue of a residents’ permit would be £10 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (g) provide that the charge for the issue of a community health staff permit or a social services staff permit would be £5 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (h) provide that the charge for the issue of a special permit or a carers’ permit would be £20 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (i) provide that the charge for the issue of a residents’ visitors parking card which, upon validation, would be valid between 1 p.m. and 2 p.m. on Mondays to Fridays inclusive, would be 20 pence each. The parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12-month period);   (j) provide that certain vehicles may wait free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit).   4. The effect of the Business Parking Places Order would be to:   (a) revoke the designation by the Enfield (Business Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994 of the business parking place numbered 8 therein situated in Leighton Road;   (b) designate business parking places in the lengths of Dryden Road and Queen Anne’s Place specified in Schedule 2 to this notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places;   (c) provide that the business parking places would operate between 1 p.m. and 2 p.m. Mondays to Fridays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (d) specify that the vehicles which may be left in the business parking places shall be those displaying a valid business permit issued by the Borough Council or its authorised agent under the provisions of the Enfield (Business Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994;   (e) provide that the charge for the issue of a business permit would be £15 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (f) contains similar provisions to those set out in paragraph 3(a) and (j) above.   5. The general effect of the Free Parking Places Order would be to revoke:   (a) the designation by the Enfield (Free Parking Places) (Special Parking Area) (No. 1) Order 1994 of the free parking places numbered 66, 70, 71, 81, 82 and 84 therein situated in Abbey Road, Edenbridge Road, Queen Anne’s Place, Second Avenue, Haileybury Avenue and Lynmouth Avenue; and   (b) the designation by the Enfield (Free Parking Places) (Special Parking Area) (No. 2) Order 1995 of the free parking place numbered 202 therein situated in St. Marks Road.   6. The general effect of the Waiting and Loading Restriction Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that:   (a) the existing restrictions on waiting by vehicles, on the sale of goods and on advertising activities in the lengths of street specified in Schedule 3 to this notice imposed by the above-mentioned Order of 1994 would be revoked;   (b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 1 p.m. and 2 p.m. on Mondays to Fridays inclusive in the length of Queen Anne’s Gardens specified in Schedule 4 to this notice;   (c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 1 p.m. and 2 p.m. on Mondays to Fridays inclusive in the lengths of street referred to in sub-paragraph (b) above;   (d) the sale or offer for sale of goods from a vehicle in the lengths of street referred to in sub-paragraph (b) above would be prohibited, except on a Sunday, unless there is in force a valid licence issued by Enfield Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;   (e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, in the lengths of street referred to in sub-paragraph (b) above, would be prohibited;   (f) the hours during which the existing prohibition applies:       (i) on waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 5 to this notice;       (ii) on waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be changed so that it would apply between 11 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets referred to in sub-paragraph (f), (i) above.   7. The restrictions imposed by the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994 will apply to any area previously designated as a parking place and not redesignated as such, as they apply in the immediate vicinity.   8. The prohibitions referred to in paragraph 6(b) and (c) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or a parking attendant or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s Orange Badge” would apply.   9. A copy of each of the proposed Orders, of the Enfield (Residents’ Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994, the Enfield (Business Parking Places) (Bush Hill Park) (Special Parking Area) (No. 1) Order 1994, the Enfield (Free Parking Places) (Special Parking Area) (No. 1) Order 1994, the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994 (and of the Orders which have previously amended or applied those Orders), of a map indicating the location and effect of the proposed Orders and of the Council’s statement of reasons for proposing to make the Orders can be inspected at the Reception Desk, B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive.   10. Persons desiring to object to any of the proposed Orders, or make any other representations in respect of any of the proposed Orders, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Borough Engineer, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting the Ref. T/TG52/615, by 24th March 1998.   11. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any documents used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. P.
