Notice is hereby given that the Council of the London Borough of Harrow on 1998, made the above-mentioned Orders under section 6 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and all other enabling powers.   2. The general effect of the Orders will be to make permanent the Experiment Traffic Orders for Belmont Circle made on 20th January 1997.   (a) The general effect of the Waiting and Loading (Amendment) Order will be to amend The Harrow (Waiting and Loading Restriction) Order 1978, so that in the lengths of street specified in column 1 of the Schedule to this notice between the times specified in column 2 of the Schedule waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited;   (b) The prohibitions referred to in paragraph 2(a) above will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or in certain circumstances, e.g. the picking up or setting down of passengers, the carrying out of statutory powers or duties; to licensed street traders, etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Orange Badge” will apply.   3. (a) The general effect of the Prescribed Route Order will be to create a prohibited length of highway on the south side of Belmont Circle to the south of the new traffic island and north of Warwick Parade.   (b) All vehicles would be prohibited from using the prohibited highway except:       (i) in relation to a bus being used as a London local service or a London bus service; or       (ii) in relation to a vehicle being used in connection with the removal of any obstruction in the prohibited highway; or       (iii) in relation to any vehicle being used in the service of a local authority for the purpose of collecting refuse from premises adjacent to the prohibited carriageway, in connection with any building operation, demolition or excavation in or adjacent to the restricted roads, the maintenance, improvement or reconstruction of the highway in or adjacent to the restricted roads, the laying, erection, alteration or repair in or adjacent to the restricted roads of any sewer or of any main, pipe or apparatus of gas, water or electricity, or of any telecommunications system, or the placing, maintenance or removal of any traffic sign, providing that in all the circumstances it is reasonably necessary for the vehicle to enter the restricted road; or       (iv) any vehicle being used for ambulance, fire brigade or police purposes if it is reasonably necessary for the vehicle for that vehicle to proceed in the prohibited length of carriageway;       (v) anything done with the permission or at the direction of a police constable in uniform or a traffic warden;       (vi) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to section 66 or section 67 of the Road Traffic Regulation Act 1984.   4. The general effect of the Restriction of Waiting On Bus Stops (Amendment) Order would be to prohibit the stopping of all vehicles, except buses, on that section of Belmont Circle fronting Warwick Parade between 7 a.m. and midnight, Monday to Sunday.   5. Copies of the Orders, which will come into operation on 9th March 1998, the notice of making and a map showing the effect of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the Order ceases to have effect, in Room 300, in the Planning and Transportation Division of the Department of Environmental Services at the address given below.   6. If any person wishes to question the validity of the Orders or of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks of the date on which the Order is made, apply for the purpose to the High Court.
