London Borough of Merton (Waiting and Loading Restriction) (Amendment No. 155) Order 1998
Additional Parking Restrictions

Notice is hereby given that the Council of the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, in exercise of the power conferred by section 6 of the Road Traffic Regulation Act 1984, have made the above-mentioned Order on 11th March 1998. The Order will come into operation on 13th March 1998.   The general effect of the Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977, so that no person shall cause or permit any vehicle to wait or load in the lengths of road identified in the Schedule to this notice during the hours specified.   Exemptions to waiting restrictions are provided in the Order to permit vehicles to wait:   (a) to enable passengers to board or alight and to load or unload their personal luggage;   (b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street;   (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties.   Exemptions to the provisions of the Order are also given for emergency vehicles and anything done with the permission or at the direction of a police constable in uniform.   A copy of the Order, the Council’s statement of reasons and a plan of the area affected by the Order can be inspected during normal office hours on Mondays to Fridays until 23rd April 1998, in the main reception, Merton Civic Centre, London Road, Morden, Surrey.   Any person desiring to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act, or of any Instrument made under it has not been complied with in relation to the Order, may, within 6 weeks from the date on which the Order was made, apply to the High Court for this purpose.
