The A3 Trunk Road (Kingston-upon-Thames, Merton and Elmbridge) (50 m.p.h. speed limit) Order 1998

The Secretary of State for the Environment, Transport and the Regions hereby gives notice that he proposes to make the above-named Order, the effect of which is to impose a speed limit of 50 miles per hour on the A3 Trunk Road in the Royal Borough of Kingston-upon-Thames, London Borough of Merton and London Borough of Elmbridge, from a point on the main south-westbound carriageway of the Kingston By-pass 118 metres south of the southern kerb-line of the southern entrance to the service road to Vale Crescent, southwards, to a point 210 metres west of the southern kerb-line of its junction with Kingston By-pass Road (A309), (a distance of 10.6 kilometres), and a point on the main north-eastbound carriageway of the Esher By-pass 129 metres north of the southern boundary of Lovelace Primary School to a point on the Kingston By-pass, 118 metres south of the southern kerb-line of the southern entrance to the service road to Vale Crescent (a distance of 11.9 kilometres).   The length of the A3 Trunk Road which will be affected by this Order is currently subject to a speed limit of 70 mph.   A copy of the Order, a plan which illustrates its effect and a statement of the Secretary of State’s reasons for proposing the Order have been deposited at the offices of the Highways Agency, London Network and Customer Services, Room 5/25B, St. Christopher House, Southwark Street, London SE1 0TE, and at the offices of the London Borough of Merton, Crown House, London Road, Maldon SW4 5DX; the Royal Borough of Kingston-upon-Thames, Directorate of Environmental Services, Engineering and Transportation, Guildhall, Kingston-upon-Thames, Surrey KT1 1EU, and at the offices of Elmbridge Borough Council, Civic Centre, High Street, Esher KT10 9SD, where they may be inspected between 9.30 a.m. and 4 p.m. on Mondays to Friday inclusive, excepting bank holidays, until 17th April 1998.   Any person wishing to object to the making of the Order or to make any other representations relating to the Order should do so in writing to the Divisional Director, London Network and Customer Services Division, Highways Agency, Room 5/25B, St. Christopher House, Southwark Street, London SE1 0TE, quoting reference number LRO28/Z5630/3/1 and in the case of any objections specifying the grounds on which they are made.
