Provision of Disabled Persons Parking Places

Notice is hereby given that the Council of the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, in exercise of power conferred by section 6 of the Roads Traffic Regulation Act 1984 have made the above-mentioned Orders on 25th March 1998. The Orders will come into operation on 30th March 1998.   The general effects of the Orders will be to:   (a) designate parking places in the roads described in the Schedule to this notice in which vehicles authorised by the Orders may be left for any period during the permitted hours without charge;   (b) provide that the parking places will operate at all times;   (c) specify, in respect of the parking places, that disabled persons vehicles displaying, in the relevant position, a disabled persons badge (commonly referred to as “the orange badge“) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975 (as amended) may be left therein;   (d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes);   (e) to revoke the existing bays defined on the schedule to this notice.   Exemptions to the provisions of the Orders are given for emergency vehicles and anything done with the permission or at the direction of a police constable in uniform.   Copies of the Orders, the Council’s statement of reasons and a plan of the area affected by the Orders, can be inspected during normal office hours on Mondays to Fridays until 8th May 1998 in the main reception, Merton Civic Centre, London Road, Morden, Surrey.   Any person desiring to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act, or of any Instrument made under it has not been compiled with in relation to the Orders, may, within 6 weeks from the date on which the Orders were made, apply to the High Court for this purpose. Schedule

New bays:    Crown Lane, south side lay-by, between a point 2.5 metres west of the eastern flank wall of No. 1 Crown Parade and a point 2 metres east of the party wall of Nos. 3 and 4 Crown Parade. Bays to be revoked:    Crown Lane, south side, from a point 4 metres east of the eastern flank wall of No. 1 Crown Parade eastwards for a distance of 6 metres;    Crown Lane, south side, from a point 13.8 metres east of the eastern flank wall of No. 1 Crown Parade eastwards for a distance of 6 metres. 26th March 1998.
