Traffic Order 1998
Notice is hereby given that the Council of the London Borough of Harrow, on 23rd March
1998, made the above-mentioned Orders under sections 6, 45, 124 and Part IV of Schedule
9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act
1985 and all other enabling powers.
2. The general effect of the Waiting and Loading Restriction Amendment Order will
be further to amend the Harrow (Waiting and Loading Restriction) Order 1978, so that
for the roads listed in Schedule 4 to this notice there will be restrictions applying
at zone time (Monday to Friday, 10 a.m. to 11 a.m.) with additional or amended waiting
restrictions applying in the length of street specified in Schedule 1 to this notice
(otherwise than for the purpose of delivering or collecting goods or loading or unloading
a vehicle will be prohibited).
3. The prohibitions referred to in paragraph 2 above will not apply in respect
of anything done at the direction of a police constable in uniform or with the permission
of a parking attendant or in certain circumstances, e.g., the picking up or setting
down of passengers; the carrying out of statutory powers or duties; etc. The usual
exemption relating to vehicles lawfully displaying a disabled person’s “Orange Badge”
will apply.
4. The general effect of the Restriction of Waiting on Bus Stops Amendment Order
will be to prohibit all vehicles other than buses from stopping at the bus stops listed
in Schedule 2 to this notice. Exemption would be given to vehicles, such as taxis,
setting down and picking up passengers. These restrictions would apply at all times.
5. The general effect of The (Parking Places) (Rayners Lane) (Amendment) Order
will be to provide additional Pay and Display Spaces as listed in Schedule 3 to this
notice. The usual exemption relating to vehicles lawfully displaying a disabled person’s
“Orange Badge” will apply.
6. The general effect of the Harrow (Residentss’ Parking Places) (Zone L) Traffic
Order will be to provide Resident Parking Spaces in the roads or part of roads listed
in Schedule 4. Resident permits will be issued to residents of the roads or part roads
listed in Schedule 5. The usual exemption relating to vehicles lawfully displaying
a disabled persons’ “Orange Badge” will apply.
7. The general effect of the Disabled Persons Amendment Order will be to provide
a disabled persons parking space in Rayners Lane on the east side of the section to
the south of its junction with Imperial Drive to the south of the footpath on the
south side of the railway line.
8. A copy of the Orders, which will come into operation on 1st April 1998, The
Harrow (Waiting and Loading Restriction) Order 1978, The Harrow (Restriction of Waiting
on Bus Stops) Traffic Order 1993, The Harrow (Free Parking Places) (Disabled Persons)
Traffic Order 1994 (and of the Orders which have previously amended those Orders)
and The Harrow (Parking Places) (Rayners Lane) Traffic Order 1997 and documents giving
more particulars of the Orders are available for inspection during normal office hours
on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the
Orders were made in Room 300 in Planning and Transportation Division of the Department
of Environmental Services at the address below.
9. If any person wishes to question the validityof the Order, or of its provisions
on the grounds that it or they are not within the powers conferred by the Road Traffic
Regulation Act 1984, or that any requirement of the Act or of any Instrument made
under the Act has not been complied with, that person may, within 6 weeks of the date
on which the Order is made, apply for the purpose to the High Court.

Schedule 1
No Waiting
Dukes Avenue, the south side, between its junction with Rayners Lane and a point 15 metres east
of that junction. Monday to Friday, 10 a.m. to 11 a.m.
Hillcroft Avenue, the south side:
(i) between a point 10 metres west of its junction with The Avenue and a point
10 metres east of its junction with The Avenue. Monday to Friday, 10 a.m. to 11 a.m.;
(ii) between its junction with Rayners Lane and a point 15 metres west of that
junction. Monday to Friday, 10 a.m. to 11 a.m.
Park Drive, the west side:
(i) between a point opposite the common boundary of Veneto House and No. 2 Park
Drive and a point 37 metres north of the extended northern kerb-line of Village Way
East. At any time.
(ii) between a point 37 metres north of the extended northern kerb-line of Village
Way East and a point 13 metres north of the extended northern kerb-line of Village
Way East. Monday to Friday, 10 a.m. to 11 a.m.;
(iii) between a point 13 metres north of the extended northern kerb-line of Village
Way East and its junction with Village Way East. At any time.
Rayners Lane:
the west side, between a point 5 metres north of a point opposite the southern
boundary of No. 463 Rayners Lane and a point 46 metres north of the extended northern
kerb-line of Village Way. At any time.
the east side, the lay-by fronting Nos. 434-436 and Nos. 446-448 Rayners Lane,
(for pay and display) Monday to Saturday, 8 a.m. to 6.30 p.m.
Romney Close, the west side, between its junction with Vicarage Way and a point 10 metres south
of the extended southern kerb-line of Vicarage Way Monday to Friday, 10 a.m. to 11 a.m.
Romney Drive, the west side, between its junction with Vicarage Way and a point 10 metres north
of the extended northern kerb-line of Vicarage Way Monday to Friday, 10 a.m. to 11
a.m.
Warden Avenue:
(a) the north side, between a point 3 metres west of a point opposite the eastern
wall of No. 2 Warden Avenue and its junction with Alexandra Avenue Monday to Saturday,
8 a.m. to 6.30 p.m.;
(b) the south side, between a point opposite the eastern flank wall of No. 303
Kings Road and its junction with Kings Road. Monday to Saturday, 8 a.m. to 6.30 p.m.

No Stopping on Bus Stops At Any Time
Alexandra Avenue:
(a) the west side, between a point 3.40 metres north of a point opposite the party
wall of Nos. 411 and 413 Alexandra Avenue, and a point 27 metres north of that point;
(b) the east side, between a point 6.20 metres south of a point opposite the party
wall of Nos. 462 and 464 to 468 Alexandra Avenue, and a point 19 metres north of that
point.
Imperial Drive:
(a) the west side, between a point 37 metres south of a point opposite the common
boundary of Imperial Court, Imperial Drive and Nos. 140 to 142 Imperial Drive and
a point 19 metres south of that point;
(b) the east side, between a point 4.50 metres south of a point opposite the common
boundary of No. 137 Imperial Drive and Rayners Lane Free Church, Imperial Drive and
