The Secretary of State for the Environment, Transport and the Regions hereby gives notice that he proposes to make an Order under section 249 of the above Act to provide for the extinguishment of any right which persons may have to use vehicles on lengths of Abbey Road, Malvern.   Copies of the draft Order and relevant plan may be inspected at all reasonable hours during the 28 days commencing on 10th April 1998, at the offices of Malvern Hills District Council, Council House, Avenue Road, Malvern, Worcestershire WR14 3AF, and may be obtained, free of charge, from the Government Office for the West Midlands (quoting Ref. GOWMY5058/35/1/22).   Any person may, not later than 8th May 1998, or within 28 days from the date of publication of this notice, if such period shall expire later, object to the making of this Order by notice to the Secretary of State (Ref.
