Green Lanes, Palmers Green-Short term Parking Controls and Changes to Waiting and Loading Restrictions

For further information, please contact Graham Ludlow, of Traffic Engineering, telephone number 0181-379 3550.   Notice is hereby given that the Council of the London Borough of Enfield on 20th April 1998 made:   (a) the Enfield (Free Parking Places) (Palmers Green) (Special Parking Area) (No. 1) Order 1998;   (b) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 106) Order 1998; under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991.   2. The general effect of Free Parking Places Order will be to:   (a) designate a free parking place in the length of Green Lanes specified in Schedule 1 to this notice in which vehicles authorised by the Order may be left for a period of one hour without charge between 9.30 a.m. and 4.30 p.m. on Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (b) provide that no vehicle which has left the parking place referred to in sub-paragraph (a) above may return to that parking place within a period of one hour;   (c) specify, in respect of the parking place, that passenger vehicles (12 seats or less), goods carrying vehicles, motor cycles or invalid carriages may be left therein;   (d) provide that certain other vehicles may wait in the parking place in certain circumstances.   3. The general effect of the Waiting and Loading Restriction Order will be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that:   (a) the hours during which the existing prohibition on waiting by vehicles, including for the purpose of delivering or collecting goods or loading or unloading a vehicle, will be changed so that it will apply between 8 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays inclusive, in the length of Green Lanes specified in Schedule 2 to this notice;   (b) the hours during which the existing prohibition on waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle will be changed so that it will apply between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of Green Lanes specified in Schedule 3 to this notice.   4. A copy of each of the Orders, which will come into operation on 29th April 1998, of a map indicating the location and effect of the Orders, of the Council’s statement of reasons for proposing to make the Orders and of the Enfield (Waiting and Loading Restriction) (Special Parking Places) (Palmers Green) (Special Parking Area) (No. 1) Order 1995 (and of the Orders which have previously amended or applied those Orders) can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made.   5. Copies of the Orders may be obtained from Traffic Engineering, the Civic Centre, Silver Street, Enfield Middlesex EN1 3XD.   6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant Regulation made thereunder has not been complied with in relation to either of the Orders may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court. Schedule 1
Free Parking Place for up to 1 hour, 9.30 a.m. to 4.30 p.m., Monday to Saturday

   Green Lanes, the south-east side, from a point 8 metres south-west of a point opposite the party wall of Nos. 284 and 286 Green Lanes south-westward for a distance of 14 metres.

Schedule 2
Change existing waiting and loading restrictions to: 8 a.m. to 9.30 a.m. and 4.30 p.m. to 6.30 p.m., on Mondays to Saturdays

   Green Lanes, the south-east side, between a point 8 metres south-west of a point opposite the party wall of Nos. 284 and 286 Green Lanes and a point 22 metres south-west of a point opposite that party wall.

Schedule 3
Change existing loading restrictions to: 8 a.m. to 6.30 p.m. on Mondays to Saturdays

   Green Lanes, the south east side:     (i) between a point 2 metres south-west of a point opposite the party wall of Nos. 284 and 286 Green Lanes and a point 8 metres south-west of a point opposite that party wall;     (ii) between a point 22 metres south-west of a point opposite the party wall of Nos. 284 and 286 Green Lanes and a point opposite the party wall of Nos. 262 and 264 to 282 Green Lanes. 20th April 1998.
