TOWN AND COUNTRY PLANNING ACT 1990

The Secretary of State for the Environment, Transport and the Regions hereby gives notice on the application of the Wear Valley District Council, he proposes to make an Order under section 249 of the above Act to provide for the extinguishment of any right which persons may have to use vehicles on a length of Howlish Lane, Coundon, County Durham.   The proposed Order will contain provisions for permitting the use of that length of highway by pedal cycles and by motor vehicles being used:   (a) for Police, Ambulance or Fire Brigade purposes;   (b) in connection with the laying, erection, inspection, maintenance, alteration, repair, renewal or removal in or near the said length of highway of any sewer, main, pipe, conduit, wire, cable or other apparatus for the supply of gas, water, electricity or of any telecommunication code systems operator;   (c) in the service of the Local Authority in pursuance of their statutory powers and duties;   (d) for agricultural purposes to serve the agricultural land east of Howlish Lane.   During 28 days from 18th May 1998, copies of the draft Order and relevant plan may be inspected at the offices of the Director Planning, Environment and Transport, Government Office for the North East, Wellbar House, Gallowgate, Newcastle upon Tyne NE1 4TD, and at the offices of Wear Valley District Council, Old Bank Chambers, Market Place, Bishop Auckland, County Durham, and may be obtained, free of charge, from the Secretary of State (quoting GO-NE/98/5053/35/1), at the address stated below.   Within the above mentioned period of 28 days, any person may by notice to the Secretary of State, quoting the above reference, at the address of the Director Planning, Environment and Transport, Government Office for the North East, Wellbar House, Gallowgate, Newcastle upon Tyne NE1 4TD, object to the making of the Order.   In preparing an objection, it should be borne in mind that the substance of it may be imparted to other persons who may be affected by it and that those persons may wish to communicate with the objector about it.
