Upton Christchurch Area—Traffic and Environmental Management Scheme (TEMS)

Notice is hereby given that the Council of the London Borough of Bexley, on 25th May 1998, made the following Traffic Orders under sections 6, 124 of and part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedules 5 and 9 to the Local Government Act 1985:   (a) The Bexley (Waiting and Loading Restriction) (Amendment No. 65) Traffic Order 1998;   (b)The Bexley (Prescribed Routes) (No. 6) Traffic Order 1998.   2. The general effect of the Traffic Orders will be to impose further restrictions upon waiting by vehicles and to prohibit certain movements by vehicles on roads within Upton Christchurch Area of the London Borough of Bexley.   3. The Bexley (Waiting and Loading Restriction) (Amendment No. 65) Traffic Order 1998 will further amend The Bexley (Waiting and Loading Restriction) Order 1991 (as amended) so that:   (a) restrictions on waiting by vehicles at any time” would apply in parts of Alers Road, Askern Close, Bean Road, Brunswick Road, Dallin Road, Danson Road, Devonshire Road, Ditton Road, Freta Road, Green Vale, The Grove, Iverhurst Close, Izane Road, Lewin Road, Lion Road, Mount Road, Paddock Road, Red House Lane, Robina Close, Robin Hood Lane, Standard Road, Sydney Road and Upton Road;   (b) the use of any vehicle or of any animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising, in the streets or parts of streets listed in (a) above;   (c) the sale or offer for sale of goods from a vehicle in the streets or parts of streets listed in (a) above will be prohibited except on Sundays, unless the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is affected.   4. The Bexley (Prescribed Routes) (No. 6) Traffic Order 1998 will introduce one-way working in Standard Road between Upton Road and Devonshire Road in a west to east direction.   5. The prohibitions referred to in paragraphs 3(a) above will not apply in respect of anything done with the permission or at the direction of a parking attendant, traffic warden or police constable in uniform. The prohibitions referred to in paragraph 3(a) will also not apply in certain circumstances, e.g. the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc. The usual exemption relating to vehicles displaying a disabled person’s Orange Badge” would apply.   6. Copies of the Orders, which will come into operation on 1st June 1998, of The Bexley (Waiting and Loading Restrictions) Order 1991, as amended, of a map which indicates each length of road to which the Orders relate, and of a statement setting out the Council’s reasons for making the Orders, can be inspected at The Information Centre, Civic Offices, Bexleyheath, Kent DA6 7LB, during normal office hours, Mondays to Fridays, for a period of 6 weeks from the date on which this notice is published.   7. Copies of the Orders may be purchased from the Chief Engineer’s Department, London Borough of Bexley, Room 37, Civic Offices, Bexleyheath, Kent DA6 7LB.   8. Any person desiring to question the validity of the Orders or any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder, has not been complied with in relation to the Orders, may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
