Enfield Town Controlled Parking Zone—Various Amendments, including the Extension of the Zone into New Areas

Notice is hereby given that the Council of the London Borough of Enfield propose to make:   (a) the Enfield (Resident’s Parking Places) (Enfield Town) (Special Parking Area) (No.  ) Order 199 ;   (b) the Enfield (Business Parking Places) (Enfield Town) (Special Parking Area) (No.  ) Order 199 ;   (c) the Enfield (Short Term Parking Places) (Various Roads, Enfield Town) (Special Parking Area) (No.  ) Order 199 ;   (d) the Enfield (Free Parking Places) (Special Parking Area) (No.  ) Order 199 ;   (e) the Enfield (Free Parking Place) (Disabled Persons) (Special Parking Area) (No.  ) Order 199 ;   (f) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.  ) Order 199 ; under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991.   2. The general effect of the Orders would be to extend the Enfield Town Controlled Parking Zone into additional parts of streets specified in Schedule 1 to this notice and to amend Residents, Business, Free and Disabled Persons parking facilities in the zone. Waiting restrictions would also be varied in certain streets within the Enfield Town Controlled Parking Zone.   3. The effect of the Residents’ Parking Places Order would be to:   (a) extend the Enfield Town Controlled Parking Scheme in the streets or parts of streets referred to in paragraph 2 above;   (b) revoke the designation by:       (i) the Enfield (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994, of the parking place numbered 26 therein situated in Eaton Road;       (ii) the Enfield (Residents Parking Places) (Enfield Town) (Special Parking Area) (No. 2) Order 1996, of the parking places numbered 118 and 119 therein situated in Burleigh Road;       (iii) the Enfield (Residents Parking Places) (Enfield Town) (Special Parking Area) (No. 3) Order 1996, of the parking place numbered 138 therein situated in Raleigh Road;       (iv) the Enfield (Residents Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1998, of the parking places numbered 143, 159, 167, 187, 188, 189, 191 and 194 therein situated in Chase Side Avenue, Lyndhurst Gardens, Raleigh Road, Seaford Road and Wellington Road;   (c) designate residents’ parking places in Burleigh Road, Chase Side Avenue, Churchbury Lane, Eaton Road, Lyndhurst Gardens, Parsonage Gardens, Parsonage Lane, Raleigh Road, Riverside Gardens, Seaford Road and Wellington Road, at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places;   (d) provide that the residents’ parking places would operate between 8 a.m. and 6.30 p.m. Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (e) specify that the vehicles which may be left in the residents’ parking places shall be those displaying a valid residents’ permit, a valid community health staff permit, a valid social services staff permit, a valid special permit, a valid carers’ permit or a valid visitors parking card issued by the Borough Council or its authorised agent under the provisions of the Enfield (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994;   (f) provide that the charge for the issue of a residents’ permit would be £20 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (g) provide that the charge for the issue of a community health staff permit or a social services staff permit would be £5 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (h) provide that the charge for the issue of a special permit or a carers’ permit would be £20 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (i) provide that the charge for the issue of a residents’ visitors parking card which, upon validation, would be valid for a single morning period (between 8 a.m. and 2 p.m.) or a single afternoon period (between noon and 6.30 p.m.) on any day on Mondays to Saturdays inclusive, would be 50 pence each. The parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12 month period). Up to a maximum of two validated parking cards may be displayed at any one time, which would allow parking all day in the parking space;   (j) provide that certain vehicles may wait free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit).   4. The effect of the Business Parking Places Order would be to:   (a) extend the Enfield Town Controlled Parking Scheme in the streets or parts of streets referred to in paragraph 3(a) above;   (b) revoke the designation by the Enfield (Business Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994, of the business parking place numbered 6 therein situated in Eaton Road;   (c) designate a business parking place in Eaton Road at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in that parking place;   (d) provide that the business parking place would operate between 8 a.m. and 6.30 p.m. Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (e) specify that the vehicles which may be left in the business parking place shall be those displaying a valid business permit issued by the Borough Council or its authorised agent under the provisions of the Enfield (Business Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994;   (f) provide that the charge for the issue of a business permit would be:       (i) £90 and which would be valid for a period of 3 months running from the beginning of the month in which it first becomes valid; or       (ii) £348 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid;   (g) contain similar provisions to those set out in paragraph 3(j) above.   5. The general effect of the Short Term Parking Place Order would be to:   (a) designate a free parking place in the length of Orchard Road specified in Schedule 2 to this notice in which vehicles authorised by the Order may be left for a period of one hour without charge between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted);   (b) provide that no vehicle which has left the parking place referred to in sub-paragraph (a) above may return to that parking place within a period of one hour;   (c) specify, in respect of the parking place, that passenger vehicles (12 seats or less), goods carrying vehicles, motor cycles or invalid carriages may be left therein;   (d) provide that certain other vehicles may wait in the parking place in certain circumstances.   6. The general effect of the Free Parking Places Order would be to:   (a) revoke the designation by:       (i) the Enfield (Free Parking Places) (Special Parking Area) (No. 1) Order 1998 of the short term parking place numbered 255 therein situated in Lyndhurst Gardens;       (ii) The Enfield (Free Parking Places) (Enfield Town) (Special Parking Area) (No. 2) Order 1998 of the short term parking places numbered 268, 269, 271 and 273 therein situated in Churchbury Lane and Parsonage Lane;   (b) designate a free parking place in the length of Churchbury Lane specified in Schedule 3 to this notice in which vehicles authorised by the Order may be left without charge between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays and 8 a.m. and 6.30 p.m. on Saturdays (Christmas Day, Good Fridays or a Bank Holiday);   (c) specify, that in respect of the parking places, that passenger vehicles (12 seats or less), goods carrying vehicles, motor cycles or invalid carriages may be left therein;   (d) provide that certain other vehicles may wait in the parking places in certain circumstances.   7. The general effect of the Disabled Persons Free Parking Places Order would be to:   (a) revoke the designation by the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) Order 1994 of the parking place numbered 81 therein situated in Burleigh Road;   (b) designate a disabled persons parking place in Seaford Road in which vehicles authorised by the Order may be left for any period during the permitted hours without charge;   (c) provide that the disabled persons parking place would operate at any time;  (d) specify, in respect of the disabled persons parking place, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly known as “the Orange Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975 or 1982 may be left therein; and   (e) provide that certain vehicles may wait in the parking place in certain circumstances, eg to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes), etc.   8. The restrictions imposed by the Enfield (Waiting and Loading Restrictions) (Special Parking Area) Order 1994 would apply to any area previously designated as a parking place and not redesignated as such, as they apply in the immediate vicinity.   9. The general effect of the Waiting and Loading Restriction Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that:   (a) the existing restrictions on waiting by vehicles, on the sale of goods and on advertising activities in the lengths of streets specified in Schedule 4 to this notice imposed by the above mentioned Order of 1994 would be revoked;   (b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 5 to this notice;   (c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets referred to in sub-paragraph (b) above;   (d) the sale or offer for sale of goods from a vehicle in the lengths of streets referred to in sub-paragraph (b) above would be prohibited, except on a Sunday, unless there is in force a valid licence issued by Enfield Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;   (e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, in the lengths of streets referred to in sub-paragraph (b) above, would be prohibited;   (f) the hours during which the existing prohibition applies on:       (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply:         (A) between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 6 to this notice;         (B) between 8 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of street specified in Schedule 7 to this notice;         (C) between 8 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Fridays inclusive in the lengths of street specified in Schedule 8 to this notice;       (ii) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be changed so that it would apply:         (A) between 11 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets referred to in sub-paragraph (f)(i)(A) above;         (B) between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets referred to in sub-paragraph (f)(i)(B) above;         (C) between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets referred to in sub-paragraph (f)(i)(C) above.   10. The prohibitions referred to in paragraph 9(b) and (c) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or a parking attendant or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside petrol stations; to licensed street traders, etc.   11. A copy of each of the proposed Orders, of the Enfield (Residents’ Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994, the Enfield (Business Parking Places) (Enfield Town) (Special Parking Area) (No. 1) Order 1994, the Enfield (Free Parking Places) (Special Parking Area) (No. 1) Order 1994, the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) (No. 1) Order 1994, the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994 and the Enfield (Short Term Parking Places) (Various Roads, Enfield Town) (Special Parking Area) (No. 1) Order 1998 (and of the Orders which have previously amended or applied those Orders), of maps indicating the location and effect of the proposed Orders and of the Council’s statement of reasons for proposing to make the Orders can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive.   12. Persons desiring to object to any of the proposed Orders, or make any other representations in respect of any of the proposed Orders, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Assistant Director (Operational Services), the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref. KWG/TG52/650, by 1st September 1998.   13. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any documents used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. P. Free Parking Place for up to 1 hour (No return within 1 hour) 8 a.m. to 6.30 p.m., Monday to Saturday

   Orchard Way, the south side, from a point 10 metres west of the western kerb-line of Willow Road westward for a distance of 17 metres.

Schedule 3
Free Parking Place—No time limit, 9.30 a.m. to 4.30 p.m., Mondays to Fridays and 8 a.m. to 6.30 p.m. on Saturdays

   Churchbury Lane, the west side, from the common boundary of Nos. 56 and 58 Churchbury Lane southward for a distance of 16 feet.

Schedule 4
Removal of Waiting Restrictions

   Wellington Road:   (a) the north-east side, between the common boundary of Nos. 9 and 9 a Wellington Road and the north-western kerb-line of Illingworth Way;   (b) the south-west side, between the common boundary of Nos. 9 and 9 a Wellington Road and a point 3.05 metres north-west of the north-western kerb-line of Illingworth Way.    Uvedale Road, between a point 23 metres south-east of a point opposite the south-eastern wall of No. 74 Uvedale Road and a point 27 metres south-east of a point opposite that wall.

No waiting 8 a.m. to 6.30 p.m., Mondays to Saturdays inclusive
