THE TRANSPORT AND WORKS (APPLICATIONS AND OBJECTIONS PROCEDURE) RULES 1992
KNOWSLEY INDUSTRIAL PARK (RAIL TERMINAL) ORDER

Notice is hereby given that application is being made by Knowsley Metropolitan Borough Council (“the Council”) to the Secretary of State for the Environment, Transport and the Regions, Department of the Environment, Transport and the Regions, c/o TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR, for an order under section 1 of the Transport and Works Act 1992, for the purposes of which the following is a concise summary: 1. To empower the Council to construct and operate various railways and other works on land adjacent to the Knowsley Industrial Park in the Metropolitan Borough of Knowsley and on the Liverpool Bolton and Bury Line railway of Railtrack PLC running to the north-west of that land as follows: Work No. 1  Re-alignment of an existing railway (1,221 metres in length), commencing by a junction with the Liverpool Bolton and Bury Line 10 metres north-east of County Road, proceeding thence in a generally north-eastern direction and terminating by a junction with the Liverpool Bolton and Bury Line beneath the bridge carrying Dale Lane. Work No. 2  A railway (647 metres in length) commencing by a junction with Work No. 3 250 metres north-east of County Road, proceeding thence in a generally north-eastern direction parallel to and immediately south-east of Work No. 1 and parallel to and immediately north-west of Work No. 3 and terminating by a junction with Work No. 4, 320 metres south-west of Dale Lane. Work No. 3  A railway (681 metres in length) commencing 210 metres north-east of County Road, proceeding thence in a generally north-eastern direction parallel to and immediately south-east of Work Nos. 1 and 2 and terminating by a junction with Work No. 4 320 metres south-west of Dale Lane. Work No. 4  A railway (137 metres in length) commencing by a junction with Work Nos. 2 and 3 320 metres south-west of Dale Lane, proceeding thence in a generally north-eastern direction, including trap points, and terminating by a junction with Work No. 1 180 metres south-west of Dale Lane. Work No. 4A  A railway (63 metres in length) commencing by a junction with Work No. 4 310 metres south-west of Dale Lane, proceeding thence in a generally eastern direction and terminating by a junction with Work No. 6. Work No. 5  A railway (57 metres in length) commencing by a junction with Work No. 1 185 metres north-east of County Road, proceeding thence in a generally north-eastern direction and terminating by a junction with Work No. 3 245 metres north-east of County Road. Work No. 6  A railway (1,543 metres in length) commencing by a junction with Work No. 4A 250 metres south-west of Dale Lane, proceeding thence in a generally south-eastern direction to the south of Dale Lane and the north of the Northwood housing estate and terminating by a junction with Work No. 7 70 metres to the west of the western boundary of the North Mersey Business Park. Work No. 7  A railway (1,430 metres in length) commencing by a junction with Work No. 6 150 metres east of the Liverpool Bolton and Bury Line, proceeding thence in a generally south-eastern direction parallel to and immediately north of Work No. 6, including two crossovers to Work No. 6 and terminating 45 metres to the west of the western boundary of the North Mersey Business Park. Work No. 8  A railway (530 metres in length) commencing by a junction with Work No. 7 45 metres south-east of the junction between North Perimeter Road and Dale Lane, proceeding thence in a generally south-eastern direction and terminating by a junction with Work No. 7 100 metres to the west of the western boundary of the North Mersey Business Park. Work No. 9  A new drain (26 metres in length) commencing 26 metres north of existing North West Water manhole 2502, proceeding thence in a generally southerly direction and terminating at existing North West Water manhole 2502 (Ordnance Survey reference point SJ 343 225/399 560). 2.  To authorise the compulsory purchase of land and rights in land for the purposes of the construction and operation of the proposed works and to make provision respecting the extinction or suspension of existing rights and as to compensation. 3.  To provide for various ancillary matters including footpaths, public open space, the protection of statutory undertakers and others, and the application or modification of enactments relating, amongst other subjects, to compulsory purchase. And notice is further given that: (a) Application is being made to the Secretary of State for deemed planning permission in respect of Works Nos. 1, 2, 3, 4, 4A and 5. (b) A waiver direction has been given by the Secretary of State in respect of certain provisions of the Transport and Works (Applications and Objections Procedure) Rules 1992 and forms part of the documents submitted with the Order application. (c) A copy of the applications, and of all plans and other documents submitted with them may be inspected, free of charge, between the hours of 8.30 a.m. to 5 p.m. on Monday to Friday (excluding bank holidays) from 27th November 1998 until 22nd January 1999 at: (i) Department of Planning and Development, Knowsley Metropolitan Borough Council, Yorkon Buildings, Archway Road, Huyton, Merseyside L36 9FB; (ii) Municipal Buildings, Cherryfield Drive, Kirkby, Knowsley, Merseyside L32 1TX; and (iii) Dyson Bell Martin, 1 Dean Farrar Street, Westminster, London SW1H 0DY; and outside those hours by prior arrangement. (d) Any person who wishes to make an objection to the application or otherwise submit representations about the proposals should write to the Secretary of State for the Environment, Transport and the Regions, Department of the Environment, Transport and the Regions, c/o TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR. Such objections or representations must arrive not later than 22nd January 1999. An objection will not be valid unless it (i) is received by the due date, (ii) is made in writing, (iii) states the grounds of the objection and (iv) gives the objector’s name and address. (e) All requests for further information or respecting notices or other documents relating to the application should be made to the undersigned.
