PROPOSED BUS LANES, BUS-ONLY ROUTES, TRAM LANES AND COMBINED BUS AND TRAM LANES IN CROYDON

Notice is hereby given that the Council of the London Borough of Croydon propose to make a Traffic Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. This notice supersedes the proposals for bus and tram lanes published in October 1998. 3. The general effect of the Order will be to: (a) revoke and re-enact bus lane Orders to amend Articles to allow for the introduction of camera enforcement within those bus lanes and introduce new camera enforceable bus lanes; (b) introduce bus-only routes, tram lanes and combined bus and tram lanes in areas of Croydon in connection with the introduction of Tramlink; (c) provide that no vehicle may enter: (i) a bus lane, except buses, licensed taxis, pedal cycles and dial-a-ride buses; (ii) a bus-only route, except buses and dial-a-ride buses; (iii) a tram lane, except trams; (iv) a combined bus and tram lane, except buses, trams, licensed taxis, pedal cycles and dial-a-ride buses. A list of streets affected by the proposals, the type of lane proposed and the hours of operation are listed in the Schedule to this notice. 4. (a) The prohibitions in paragraph 3 above referring to bus lanes and bus-only routes would not apply to a vehicle being used in: (i) the service of a local authority for the purpose of collecting refuse; (ii) the pursuance of any statutory duty of the Post Office for the purpose of collecting or delivering letters provided the vehicle bears the Royal Mail livery; (iii) connection with the maintenance, improvement or reconstruction of any road; (iv) connection with the maintenance, improvement or construction of any street furniture including bus stop infrastructure; (v) connection with any building operation or demolition; (vi) connection with the laying, erection, alteration or repair in or near the bus lane or bus-only route of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any telecommunications apparatus as defined in paragraph 1(1) of Schedule 2 of the Telecommunications Act 1984; if the vehicle cannot be used for that purpose without being in the bus lane or bus-only lane and in so far as the activity is not prohibited by the provisions of any other Order; (b) the prohibitions in paragraph 3 above referring to bus lanes would not apply so as to prevent a vehicle being in that bus lane if and for as long as necessary: (i) to enable a person to get on or off the vehicle; (ii) to enable goods to be loaded onto or unloaded from the vehicle, if and in so far as the activity is not prohibited by the provisions of any other Order. (c) the prohibitions in paragraph 3 above referring to bus lanes, bus-only routes, tram lanes and combined bus and tram lanes would not apply to a vehicle being used: (i) in connection with the removal of any obstruction to traffic or to a vehicle being used in the service of the Local Authority for the purposes of gritting on or clearing snow or ice from the highway; (ii) so as to avoid an accident; (iii) to allow a person to get or give help in consequence of an accident or emergency or otherwise take action for public safety; (iv) to such an extent and for such a time as is needed to comply with any requirement resulting from works or an emergency in any part of the road adjoining only a bus lane or bus-only route; (v) if it is being used for ambulance, fire brigade or police purposes; (vi) a vehicle stopping if it has to stop by law, to avoid an accident or in circumstances beyond the driver’s control; (vii) in the service of a local authority or tram operating company; (d) the prohibitions in paragraph 3 above referring to bus lanes, tram lanes and combined bus and tram lanes would not apply in respect of a vehicle crossing a bus or tram lane to get to or from any road adjacent to the bus or tram lane or any vehicular access to premises adjacent to the bus or tram lane; (e) the prohibitions in this notice do not apply to anything done with the permission or at the direction of a police constable in uniform or a traffic warden. 3. A copy of the proposed Order, of the Council’s statement of reasons for proposing to make the Order and of a map indicating the lengths of roads to which the proposed Order relates can be inspected until the expiration of a period of 21 days from the date on which this notice is published during normal office hours on Mondays to Fridays inclusive at the “One Stop” facility, Taberner House, Park Lane, Croydon, Surrey. 4. Further information may be obtained by telephoning the Traffic and Parking Section, Public Services and Works Department, London Borough of Croydon, on 0181 686 4433 Extension 4058. 5. Persons desiring to object to the proposed Order should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Public Services and Works Department, London Borough of Croydon, Taberner House, Park Lane, Croydon, Surrey, quoting the reference T&P/PS/JAA/28/T1, within the aforementioned period of 21 days. 6. The proposed Order is intended to revoke and re-enact and introduce bus lanes in connection with camera enforcement of those lanes. The introduction of bus-only routes, tram lanes and combined bus and tram lanes are in association with the commencement of Tramlink. These traffic measures are designed to assist in the reliable and efficient operation of public transport services throughout the Tramlink route. K.
