THE LONDON BOROUGH OF CROYDON (BUS AND TRAM PRIORITY) TRAFFIC ORDER 1999
Notice is hereby given that the Council of the London Borough of Croydon on 29th March
1999, made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule
9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act
1985. 2. The general effect of the Order will be to: (a) revoke and re-enact bus lane
Orders to amend Articles to allow for the introduction of camera enforcement within
those bus lanes and introduce new camera enforceable but lanes; (b) introduce bus-only
routes, tram lanes and combined bus and tram lanes in areas of Croydon in connection
with the introduction of Tramlink; (c) provide that no vehicle may enter: (i) a bus
lane, except buses, licensed taxis, pedal cycles and dial-a-ride buses; (ii) a bus-only
route, except buses and dial-a-ride buses; (iii) a tram lane, except trams; (iv) a
combined bus and tram lane, except buses, trams, licensed taxis, pedal cycles and
dial-a-ride buses; A list of streets affected by the proposals, the type of lane proposed
and the hours of operation are listed in the Schedule to this notice. 3. (a) The prohibitions
in paragraph 2 above referring to bus lanes and bus-only routes would not apply to
a vehicle being used in: (i) the service of a local authority for the purpose of collecting
refuse; (ii) the pursuance of any statutory duty of the Post Office for the purpose
of collecting or delivering letters provided the vehicle bears the Royal Mail livery;
(iii) the pursuance of any statutory duty of the Post Office provided the vehicle
bears the Royal Mail livery; (This exemption will only apply to items 1(a), 3 and
4); (iv) connection with the maintenance, improvement or reconstruction of any road;
(v) connection with the maintenance, improvement or construction of any street furniture
including bus stop infrastructure; (vi) connection with any building operation or
demolition; (vii) connection with the laying, erection, alteration or repair in or
near the bus lane or bus-only route of any sewer or of any main, pipe or apparatus
for the supply of gas, water or electricity, or of any telecommunications apparatus
as defined in paragraph 1(1) of Schedule 2 of the Telecommunications Act 1984; if
the vehicle cannot be used for that purpose without being in the bus lane or bus-only
lane and in so far as the activity is not prohibited by the provisions of any other
Order; (b) the prohibition in paragraphs 2 above referring to bus lanes would not
apply so as to prevent a vehicle being in that bus lane if and for as long as necessary:
(i) to enable a person to get on or off the vehicle; (ii) to enable goods to be loaded
on to or unloaded from the vehicle, if and in so far as the activity is not prohibited
by the provisions of any other Order. (c) the prohibitions in paragraph 2 above referring
to bus lanes, bus-only routes, tram lanes and combined bus and tram lanes would not
apply to a vehicle being used: (i) in connection with the removal of any obstruction
to traffic or to a vehicle being used in the service of the Local Authority for the
purposes of gritting on or clearing snow or ice from the highway; (ii) so as to avoid
an accident; (iii) to allow a person to get or give help in consequence of an accident
or emergency or otherwise take action for public safety; (iv) to such an extent and
for such a time as is needed to comply with any requirement resulting from works or
an emergency in any part of the road adjoining only a bus lane or bus-only route;
(v) if it is being used for ambulance, fire brigade or police purposes; (vi) a vehicle
stopping if it has to stop by law, to avoid an accident or in circumstances beyond
the drivers control; (vii) in the service of a local authority or tram operating company;
(d) the prohibitions in paragraph 2 above referring to bus lanes, tram lanes and combined
bus and tram lanes would not apply in respect of a vehicle crossing a bus or tram
lane to or from any road adjacent to the bus or tram lane or any vehicular access
to premises adjacent to the bus or tram lane; (e) the prohibitions in this notice
do not apply to anything done with the permission or at the direction of a police
constable in uniform or a traffic warden. 4. A copy of the Order which will come into
operation on 1st April 1999, can be inspected during normal office hours on Mondays
to Fridays inclusive until the end of 6 weeks from the date on which the Order was
made, at the Enquiry Counter, “One Stop” Facility, Taberner House, Park Lane, Croydon,
Surrey. 5. A copy of the Order may be obtained from the Traffic and Highways Division,
Public Services and Works Department, Taberner House, Park Lane, Croydon. 6. Any person
desiring to question the validity of the Order or of any provision contained therein
on the ground that it is not within the relevant powers of the Road Traffic Regulation
Act 1984 or that any of the relevant requirements thereof or of any relevant regulations
made thereunder have not been complied with in relation to the Order may, within 6
weeks of the date on which the Order was made, make application for the purpose to

Bus-only Routes—At any time 1. The slip road linking the north-west and south-eastbound carriageways of Parkway,

slip road between the north-east and south-westbound carriageways of Kent Gate Way,
from the southern entrance to Addington Village Interchange (Bus and Tram Station)
south-west for 41 metres.
Tram Lanes—At any time 1. Addiscombe Road, the carriageway north of the central reservation and NLA Tower
site, between George Street and Cherry Orchard Road. 2. Addiscombe Road, the westbound
carriageway immediately north of the triangular splitter island opposite Nos. 20 to
24 Addiscombe Road, between Colson Road and the north to south arm of Addiscombe Road.
3. Cairo New Road, the carriageway immediately to the west of No. 5 Cairo New Road,
between its junctions with Waddon New Road and Tamworth Road. 4. Central Parade, that
part of the carriageway which lies 10 metres south-west of the south-western kerb-line
of the south-western carriageway of Central Parade, between its junction with Parkway
and a point 12 metres south-east of that junction. 5. Church Street (east to west
arm), between Old Palace Road and Drummond Road. 6. Crown Hill, between North End
and Middle Street. 7. George Street, the carriageway to the north-west of the central
reservation, between Wellesley Road and Addiscombe Road. 8. Kent Gate Way, the north-western
part of the highway immediately to the north-west of the north-western carriageway,
between a point 25 metres north-east of the north-eastern kerb-line of Gravel Hill
north-eastward for a distance of 120 metres. 9. Kent Gate Way, that part of the central
reservation which lies between a point 155 metres north-east of the extended north-eastern
kerb-line of Gravel Hill and a point 195 metres north-east of that point. 10. Kent
Gate Way, the south-eastbound part of the highway immediately to the south-east of
the south-eastern carriageway, from a point 10 metres south-west of the southern kerb-line
of the southern bus-only entrance to Addington Village Interchange south-westward
for a distance of 20 metres. 11. Lodge Lane, the south-westernmost part of the highway
immediately to the south-west of the south-western kerb-line of Lodge Lane, between
a point 120 metres south-east of its junction with the carriageway comprised in the
roundabout at the junctions of Lodge Lane and Kent Gate Way and its junction with
the north-western kerb-line of the carriageway comprised in the roundabout at the
junctions of Lodge Lane, King Henry’s Drive and Parkway. 12. Parkway, that part of
the central reservation which lies approximately between 2 metres and 13 metres north-east
of the north-eastern kerb-line of the south-western carriageway of Parkway and has
a width throughout of approximately 8 metres: (a) between the southern kerb-line of
the carriageway comprised in the roundabout at the junctions of Lodge Lane, King Henry’s
Drive and Parkway and the north-western kerb-line of the un-named road linking the
north-eastern and south-western carriageways of Parkway, opposite No. 37 Parkway;
(b) between the south-western kerb-line of the un-named road linking the north-eastern
and south-western carriageways of Parkway, opposite No. 37 Parkway, and the north-western
kerb-line of the un-named road linking the north-eastern and south-western carriageways
of Parkway, opposite No. 80 Parkway; (c) between the south-western kerb-line of the

that forms the roundabout at the junctions of Lodge Lane, King Henry’s Drive and Parkway,
from a point on the north-western kerb-line of the central island site which lies
11 metres south-west of a point opposite the extended south-western kerb-line of Lodge
Lane to the southern kerb-line of that central island site which lies 5 metres east
of the north-eastern kerb-line of the south-western carriageway of Parkway, and which
has a width throughout of approximately 7.50 metres.
