The Queen has been pleased by Letters Patent under the Great Seal of the Realm dated 1st November 1999, to delegate certain of Her Royal Functions to Counsellors of State during Her Majesty’s absence abroad for the purpose of visiting Ghana, The Republic of South Africa and The Republic of Mozambique.
