Note: The Scheme which follows this note has been made under section 28 of the Post Office Act 1969 and amends the Post Office Inland Parcel Post Scheme 1989. The Scheme, which comes into operation on 27th April 2000, makes certain amendments consequential to the Post Office Inland Letter Post Scheme 2000 (IL1/2000) and the Post Office Scheme for Franking Letters and Parcels 2000 (F1/2000), and revises certain postage charges to inland destinations. (This note is not part of the Scheme).

THE POST OFFICE INLAND PARCEL POST AMENDMENT (NO. 12) SCHEME 2000

Made 14th April 2000 Coming into operation 27th April 2000 The Post Office by virtue of the powers conferred upon it by section 28 of the Post Office Act 1969, and all other powers enabling it in this behalf, hereby makes the following Scheme: Commencement and Citation 1.(1) This Scheme shall come into operation on 27th April 2000 and may be cited as the Post Office Inland Parcel Post Amendment (No. 12) Scheme 2000. (2) This Scheme shall be read as one with the Post Office Inland Parcel Scheme 1989 (Post Office Scheme P/1989) (hereinafter called “the Scheme”) as amended by the Post Office Inland Parcel Post Amendment (No. 1) Scheme 1990 (Post Office Scheme P1/1990), the Post Office Inland Parcel Post Amendment (No. 2) Scheme 1991 (Post Office Scheme P1/1991), the Post Office Inland Parcel Post Amendment (No. 3) Scheme 1992 (Post Office Scheme P1/1992), the Post Office Inland Parcel Post Amendment (No. 4) Scheme 1993 (Post Office Scheme P1/1993), the Post Office Inland Parcel Post Amendment (No. 5) Scheme 1993 (Post Office Scheme P2/1993), the Post Office Inland Parcel Post Amendment (No. 6) Scheme 1993 (Post Office Scheme P3/1993), and the Post Office Inland Parcel Post Amendment (No. 7) Scheme 1994 (Post Office Scheme P1/1994), Post Office Inland Parcel Post Amendment (No. 8) Scheme 1996 (Post Office Scheme P1/1996), and the Post Office Inland Parcel Post Amendment (No. 9) Scheme 1997 (Post Office Scheme P1/1997), Post Office Inland Parcel Post Amendment (No. 10) Scheme 1998 (Post Office Scheme P1/1998), Post Office Inland Parcel Post Amendment (No. 11) Scheme 1999 (Post Office Scheme P1/1999). Interpretation 2.(1) The following definition shall be deleted from paragraph 3(1) of the Scheme: ““postal franking machine” means a franking machine of any such type as the Post Office may from time to time approve designed to stamp impressions denoting the payment of postage and other fees, charges and sums payable to the Post Office, by means of a franking die and a date stamping die, and includes any meter used in the machine or in connection therewith and any dies used in the machine.” (2) In paragraph 3(1) of the Scheme (as subsequently amended), the following definitions shall be added after the definition “collectable”: ““Franking equipment” has the meaning set out in the Post Office Scheme for Franking Letters and Parcels 2000 as amended from time to time; “Franking mark” has the meaning set out in the Post Office Scheme for Franking Letters and Parcels 2000 as amended from time to time;”” Prohibitions 3.(1) In paragraph 7(2)(b) of the Scheme the words “or any counterfeit impression of a postal franking machine used under the direction or with the authority of the Post Office or any counterfeit of any other impression” shall be deleted and replaced with: “or any counterfeit of any impression”. (2) In paragraph 7(2)(f) of the Scheme the words “any stamp or impression” shall be deleted and relaced with: “any stamp or franking mark or other impression”. (3) The following shall be added as paragraph 7(2)(h) of the Scheme: “(h) containing or bearing any franking mark which has been made by franking equipment used otherwise than in accordance with the terms of the Post Office Scheme for Franking Letters and Parcels 2000 as amended from time to time or any franking mark which does not in any other respect comply with that Scheme.” Payment of postage and fees 4.(1) Paragraph 11(3)(c) of the Scheme shall be deleted and replaced with: “(c) by franking marks which have been made by franking equipment used in accordance with the Post Office Scheme for Franking Letters and Parcels 2000 as amended from time to time and which comply in all other respects with that Scheme.” (2) Paragraph 11(5) of the Scheme shall be deleted and replaced with: “(5) The Post Office Scheme for Franking Letters and Parcels 2000 as amended from time to time shall be read as one with this Scheme and shall apply with respect to the use of franking equipment to pay postage or fees and with respect to the posting of postal packets bearing franking marks.” (3) Paragraph 11(6) of the Scheme shall be deleted. Schedule 1—rates of Postage and Limits of Size and Weight 5. Schedule 1 of the Scheme shall be deleted and replaced with the following: “SCHEDULE 1 Rates of Postage and Limits of Size and Weight
