TWO WAY WORKING OF BUSES AND OTHER MEASURES FOR THE BRIDGE AND HIGH STREET, WEALDSTONE

1. Notice is hereby given that the Council of the London Borough of Harrow, on 5 August 2002, made the above Orders under sections 6, 84 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers. 2. The general effect of the Orders will be to make alterations in The Bridge between Masons Avenue and George Gange Way and High Street, Wealdstone between Gordon Road and Masons Avenue, which would effectively become a semi-pedestrianised area. The entry points to High Street will be controlled by “rising bollards”. There will be two-way working for buses and pedal cycles between Gordon Road and Palmerston Road. The current facility for entering High Street, Wealdstone from the north end near Gordon Road for loading and unloading would remain. (Mondays to Saturdays 7 am to 10 am and 4.00 pm to 6.30 pm). This includes entry for bullion deliveries at any time and arrangements have been made to facilitate entry for this purpose. Only buses and pedal cycles will be permitted to enter this section of High Street from its junction with Palmerston Road. Traffic signals will be installed in High Street, Wealdstone at its junction with Palmerston Road and there will be restricted movements of vehicles at this junction as set out in paragraph 8 and Schedule 3 below. The emergency services will be exempt from the entry provisions in emergencies. The proposals for The Bridge were advertised on 12 April 2001 and were partially implemented on 11 December 2001, the proposals for High Street were advertised on 20 September 2001. These proposals have been included in a combined Notice of Making and with the proposals implemented in Combined Traffic Orders where there was a duplication of a particular Order and include all of the advertised schemes. This will complete the implementation of both schemes. 3. The general effect of the Waiting and Loading Restriction Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 1978, so that: (a) in the lengths of streets specified in Column 1 of Schedule 1 to this notice between the times specified in Column 2 waiting by vehicles would be prohibited; (b) in the lengths of streets specified in Column 1 of Schedule 2 to this notice between the times specified in Column 2 waiting by vehicles for the purpose of loading or unloading a vehicle would be prohibited. 4. The prohibitions referred to in paragraph 3 above would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; etc. 5. The general effect of the Loading Places Order will be to provide loading bays for goods vehicles in High Street, Wealdstone and Canning Road. These would replace the existing bays where loading is currently permitted by an exemption to the no loading restrictions. There will be an alteration to the alignment of High Street, Wealdstone which will slightly relocate the bays in this road. These bays will only be operational during the permitted times indicated in paragraph 2 to this notice. 6. The general effect of the Bus Stop Clearway Order will be to provide Bus Stop Clearways in: (a)  High Street, Wealdstone, between its junctions with Canning Road and Palmerston Road for both north and southbound stops; (b)  Ellen Webb Drive, between the entrance to the railway station car park and High Street for the northbound stop; (c)  The Bridge, between its junctions with Masons Avenue and George Gange Way for north and southbound stops. These clearways will operate for 24 hours and only buses would be permitted to use them. 7. The general effect of the Bus Priorities Order will be to provide a northbound bus lane in High Street, Wealdstone between its junctions with Ellen Webb Drive and Palmerston Road. The Bus Lane will be restricted to use by buses and cycles only. 8. The Prescribed Route Order would also regulate the movements of vehicles set out in Schedule 3 to this notice. 9. The Prohibition of Stopping on Cab Ranks Amendment Order will prevent vehicles, other than licensed taxis, from stopping at the designated cab rank in The Bridge near Harrow and Wealdstone Railway Station. 10. Copies of the Orders, which will come into operation on 19 August 2002, and documents giving more particulars of the Orders and the Orders they amend are available for inspection, during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made, in the Environmental Information Centre at the address below. 11. If any person wishes to question the validity of the Orders or of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks of the date on which the Order is made, apply for the purpose to the High Court.
