THE SCARWEATHER SANDS OFFSHORE WIND FARM ORDER
NOTICE OF APPLICATION FOR AN ORDER
United Utilities Scarweather Sands Limited, whose address to which all requests for further information and all notices or other documents required to be served upon the applicant is c/o Winckworth Sherwood, 35 Great Peter Street, Westminster, London SW1P 3LR, is applying to the National Assembly for Wales under section 6 of the Transport and Works Act 1992 for the above-mentioned Order under section 3 of that Act. The draft Order makes provision for the construction and operation of an offshore wind farm and associated works on the bed of Swansea Bay at Scarweather Sands, approximately 11 kilometres south of Port Talbot in the County Borough of Neath Port Talbot and on land within that county borough. The works will comprise up to 30 wind turbines, a network of cables connecting the wind turbines to an offshore electrical substation with helicopter landing deck, up to four marine feeder cables connecting the offshore electrical substation to the foreshore at Margam Sands, a junction box connecting the offshore and onshore cables, an onshore electrical substation or switching station adjacent to Heol Caer Bont at Margam Moors, a new road for construction and maintenance access between the electrical substation and the harbour road and other onshore works including overhead or underground electric lines to connect the electrical substation to the local electricity distribution system at BOC Margam. The Order also provides for the compulsory acquisition of land and rights, for the use of existing private roads and for the temporary use of land. The Order makes provision for the temporary stopping-up of Heol Caer Bont, footpath Nos 92 and 93 and a part of a connecting private road. The Order will also provide for the setting up of exclusion zones for navigation, anchoring and trawling in the vicinity of the offshore works. Any objections to, or other representations about, the proposals in the application should be sent to the National Assembly for Wales, c/o the TWA Processing Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR, on or before 7 March 2003. An objection or representation MUST (i) be received by the National Assembly on or before 7 March 2003, (ii) be made in writing, (iii) state the grounds of the objection or representation, (iv) indicate who is making the objection or representation, and (v) give an address to which correspondence relating to the objection or representation may be sent. The National Assembly may make objections and other representations public and will copy them to the applicant for the Order.
