ZONE 5F EXTENSION—THE QUADRANT

1. Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, have made the following Orders under sections 6 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: (a) The London Borough of Merton (Controlled Zones) (Parking Places) (No 18) (Amendment No 7) Traffic Order, 2003; (b) The London Borough of Merton (Waiting and Loading Restrictions) (Amendment No 206) Traffic Order, 2003. The Orders were made on 5 March 2003 and shall become operational on 21 April 2003. 2. The general effect of the Orders will be: (a) to introduce waiting restrictions operating at the times indicated in the roads specified in Schedule 1 to this notice; (b) to introduce permit-holder bays in the roads detailed in Schedule 2 to this notice. 3. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform. 4. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait: (a) to enable passengers to board or alight and to load or unload their personal luggage; (b) for up to 20 minutes for the purposes of delivering and collecting goods or loading/unloading the vehicle at premises adjacent to the street; (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance of statutory powers and duties. 5. A copy of the Orders, plans identifying the areas affected by the Orders and the Council’s statement of reasons for making the Orders can be inspected during the Council’s normal office hours Mondays to Fridays at the main reception, Merton Civic Centre, London Road, Morden, Surrey. 6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act, or of any Instrument made under it has not been complied with in relation to the Orders, may, within 6 weeks from the date on which the Orders were made, apply to the High Court for this purpose. Schedule 1 Waiting Restrictions operating at all times Toynbee Road: (a) north-west side: (i) from a point 44 metres south-west of the south-western kerbline of Merton Hall Road to a point 13 metres north-east of the party wall of Nos 91 and 93 Toynbee Road; (ii) from the party wall of Nos 75 and 77 Toynbee Road north-eastwards for a distance of 21.7 metres; (b) south-east side: (i) from a point 7.6 metres north-east of the north-eastern flank wall of No 90 Toynbee Road to a point 27.2 metres south-west of the south-western kerbline of Merton Hall Road; (ii) from the south-western kerbline of Merton Hall Gardens south-westwards for a distance of 10 metres; (iii) from the north-eastern kerbline of Merton Hall Gardens north-eastwards for a distance of 10 metres; (iv) from a point opposite the party wall of Nos 75 and 77 Toynbee Road to a point 7.5 metres south-west of the party wall of Nos 70 and 72 Toynbee Road. Merton Hall Gardens: (a) north-east side: (i) from the south-eastern kerbline of Toynbee Road south-eastwards for a distance of 10 metres; (ii) from a point opposite the party wall of Nos 32 and 34 Merton Hall Gardens south-eastwards for a distance of 7 metres to the junction with The Quadrant; (b) south-west side: (i) from the south-eastern kerbline of Toynbee Road south-eastwards for a distance of 10 metres; (ii) from a point 1.2 metres north-west of the party wall of Nos 6 and 8 Merton Hall Gardens to the party wall of Nos 10 and 12 Merton Hall Gardens; (iii) from the party wall of Nos 32 and 34 Merton Hall Gardens, south-eastwards for a distance of 9 metres to the junction with The Quadrant. Waiting Restrictions operating between 8.30 am and 6.30 pm Monday to Friday inclusive Toynbee Road: (a) north-west side: (i) from a point 8.7 metres south-west of the south-western kerbline of Merton Hall Road to a point 44 metres south-west of the south-western kerbline of Merton Hall Road; (ii) from a point 21.7 metres north-east of the party wall of Nos 75 and 77 Toynbee Road to a point 13 metres north-east of the party wall of Nos 91 and 93 Toynbee Road; (b) south-east side: (i) from a point 10 metres south-west of the south-western kerbline of Merton Hall Road to a point 27.2 metres south-west of the south-western kerbline of Merton Hall Road; (ii) from a point 7.5 metres south-west of the party wall of Nos 70 and 72 Toynbee Road to a point 10 metres south-west of the south-western kerbline of Merton Hall Gardens; (iii) from a point 10 metres north-west of the north-eastern kerbline of Merton Hall Gardens to a point 7.6 metres north-east of the north-eastern flank wall of No 90 Toynbee Road.
