PROPOSED LUTON DUNSTABLE TRANSLINK ORDER
NOTICE OF APPLICATION FOR AN ORDER
Bedfordshire County Council, of County Hall, Cauldwell Street, Bedford, Bedfordshire
MK42 9AP and Luton Borough Council, of Town Hall, Luton LU1 2BQ, have applied to the
Secretary of State for Transport, under section 6 of the Transport and Works Act 1992,
for an Order under section 1 of that Act.
The draft Order makes provision for:
The construction of approximately 12 kilometres of a system of guided busways between
Blackburn Road, Houghton Regis in the county of Bedfordshire and Percival Way, South-east
Luton in the borough of Luton including the facilitation of bus circulating routes
in:
Dunstable Town Centre allowing the passage of guided buses via Court Drive, Queensway,
High Street North, and Church Street (Dunstable); and
Luton Town Centre allowing the passage of guided buses along New Bedford Road, Bridge
Street and Guildford Street.
In addition, a maintenance/emergency access route incorporating a combined footway/cycle
track will be constructed alongside the guided busway alignment between Blackburn
Road, Houghton Regis and Bradley Road, Luton.
The Order would also authorise the following works: the construction of a combined
footbridge/cycle track over the disused railway at Dog Kennel Path and Bradley Road
west of the M1; the construction of access roads from adjoining highways at Blackburn
Road, Kingsway (Dunstable), Chaul End Road, Church Street (Dunstable), Station Road
(Dunstable), Chaul End Lane, Parkway Road and Percival Way; the demolition and reconstruction
of disused railway bridges over Skimpot Road, Kingsway (Luton), Dunstable Road, Telford
Way, Crawley Green Road and Kimpton Road; the demolition and reconstruction of the
bridge carrying Clifton Road over the disused railway; a relaignment of Chaul End
Road; the refurbishment of the disused railway bridge over the M1; the demolition
of disused railway bridges over New Bedford Road, Guildford Street and Church Street
(Luton); the reconstruction of an existing culvert over the River Lea between New
Bedford Road and Guildford Street; the reconstruction and extension of the disused
railway bridge over Church Street (Dunstable) including the widening of Church Street
(Dunstable); the construction of new bridges to carry the guided busway over Church
Street (Luton), the Midland Main Line railway and Airport Way; the realignment of
the bus waiting area at Luton Airport Parkway Station; the diversion of the airport
accommodation road at London Luton Airport.
The Order would also authorise powers for the permanent or temporary acquisition
of land or of interests therein; the diversion or stopping-up of roads and footpaths;
the construction of stops, the realignment of roads and watercourses, works to alter
the position of apparatus, including mains, sewers, drains and cables together with
all necessary works and conveniences connected with those works; the execution of
street works; the permanent or temporary stopping-up of streets; the construction
and maintenance of new or altered streets including footpaths; the discharge of water
into watercourses, public sewers and drains; the survey and investigation of land;
the carrying out of safeguarding works; the carrying out of landscaping works and
the exercise of other incidental, supplemental or consequential powers in relation
to the works including a power to transfer the undertaking to a third party and the
power to make byelaws regulating use of the guided busways so authorised to be constructed.
Any objections to, or other representations about, the proposals in the application
should be sent to the Secretary of State for Transport, c/o Department for Transport,
TWA Orders Unit, Zone 3/11, Great Minster House, 76 Marsham Street, London SW1P 4DR
on or before 9 February 2004. An objection or representation MUST (i) be received
by the Secretary of State on or before 9 February 2004, (ii) be made in writing, (iii)
state the grounds of the objection or representation and (iv) indicate who is making
the objection or representation, and (v) give an address to which correspondence relating
to the objection or representation may be sent.
The Secretary of State may make objections or representations public and will copy
them to the applicant for the Order.
