THE CITY OF WESTMINSTER (PRESCRIBED ROUTE) (NO 1) EXPERIMENTAL TRAFFIC ORDER 2004
KING CHARLES STREET

1. Notice is hereby given that the Westminster City Council on 3 November 2004, made the above-mentioned Order under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Order will be, on an experimental basis, to prohibit vehicles from entering or proceeding in King Charles Street, west of a point 17 metres west of Parliament Street. 3. Exemption from the closure, which will be facilitated by the installation of hydraulic rising bollards, will be given to: (a) emergency services vehicles in an emergency; (b) vehicles proceeding at the direction of the Metropolitan Police; and (c) vehicles authorised by and issued with dispensations by the Metropolitan Police, Her Majesty’s Treasury or the Foreign and Commonwealth Office. 4. The Order will come into force on 12 November 2004. 5. Copies of the Order and of other documents giving more detailed particulars of the Order can be inspected between 9.00 am and 5.00 pm on Mondays to Fridays, from 12 November 2004, until such time as the Order ceases to have effect, at Mouchel Parkman, 3rd Floor, 209-215 Blackfriars Road, London SE1 6NL. 6. The Order provides that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council’s Director of Environment and Leisure for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential: (a) in the interest of the expeditious, convenient and safe movement of traffic; (b) in the interest of providing suitable and adequate parking facilities on the highway; or (c) for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or provisions contained therein. 7. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by 15 December 2004. 8. If the provisions of the Order continue in force for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order made under section 6 of the Road Traffic Regulation Act 1984. Anyone who wishes to object to the making of an Order under the said section of the said Act of 1984 for the purpose of such reproduction and continuation in force may, between 12 November 2004 and 11 May 2005, send a statement in writing of their objection and the grounds thereof to the Council’s Agents Mouchel Parkman, 3rd Floor, 209-215 Blackfriars Road, London SE1 6NL, quoting Ref 622642/WES2287/ORD3085/DJC.
