1. Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, have made the above-mentioned Order under section 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991. The Orders were made on 17 November 2004 and shall become operational on 22 November 2004. 2. The general effects of the Order will be: (a) to amend the locations of various bus stop clearways as detailed in Schedule 1 to this Notice; (b) to further amend waiting restrictions operating on Merton High Street to those detailed in Schedule 2 to this notice: (c) to further amend loading restrictions operating on Merton High Street to those detailed in Schedule 3 to this notice; (d) to amend the location of pay and display bays on Merton High Street located near 194-196 Merton High Street to between a point 1 metre west of the party wall of Nos 194-196 Merton High Street, eastwards for a distance of 10 metres. The bays shall operate Monday to Saturday inclusive between 10.00 am and 4.00 pm, 30 pence per hour, maximum stay two hours. 3. Nothing in this Order will apply to any vehicle being used for police, fire brigade or ambulance purposes. 4. A copy of the Orders, a plan identifying the area affected by the Orders, and the Council’s statement of reasons for making the Order can be inspected during normal office hours on Mondays to Fridays inclusive at the Merton Link, Merton Civic Centre, London Road, Morden, Surrey. 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made, make an application for the purpose to the High Court. Schedule 1 Bus Stop Clearways Merton Road, east side, from a point 3 metres north of the party wall of Nos 188 and 190 Merton Road, southwards for a distance of 29 metres. Merton High Street: (i) North Side; (a) from a point 1 metre west of the party wall of Nos 194 and 196 Merton High Street, westwards for a distance of 19 metres. (b) from a point opposite the party wall of Nos 112 and 114 Merton High Street, eastwards for a distance of 37 metres. (ii) South Side; (a) from a point opposite the eastern flank wall of Kilkenny Tavern, extending eastwards for a distance of 35 metres. (b) from a point opposite the eastern kerbline of Victory Road, eastwards for a distance of 37 metres. Schedule 2 Waiting restrictions operating at all times Merton High Street: North Side: (a) between its junction with Merton Road and a point 1 metre west of the party wall of Nos 196 and 194 Merton High Street. (b) between a point 9 metres east of the party wall of Nos 194 and 196 Merton High Street and its junction with Hardy Road. (c) between its junction with Haydon’s Road and a point 10 metres east of the party wall of Nos 100 and 102 Merton High Street. Waiting restrictions operating Monday to Saturday inclusive 7.00 am to 10.00 am and 4.00 pm to 7.00 pm. Merton High Street: North Side: from a point 1 metre west of the party wall of Nos 194 and 196 Merton High Street, eastwards for a distance of 10 metres. Schedule 3 Loading restrictions operating at all times Merton High Street: North Side: (a) between its junction with Merton Road and a point 0.6 metre east of the party wall of Nos 220 and 218 Merton High Street. (b) between a point 10.6 metres east of the party wall of Nos 220 and 218 Merton High Street and a point 1 metre west of the party wall of Nos 194 and 196 Merton High Street. (c) between a point 9 metres east of the party wall of Nos 194 and 196 Merton High Street, and its junction with Hardy Road.
