THE NEWHAM (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 82) ORDER 2006
THE NEWHAM (FREE PARKING PLACES) (DISABLED PERSONS) (NO 1, 1989) (AMENDMENT NO 36) ORDER 2006

1. Notice is hereby given that the Council of the London Borough of Newham on 8 May 2006 made the above-mentioned Orders under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.
2. The general effect of the Parking Places Order will be to continue in force indefinitely the provisions of the Newham (Manor Park) (Parking Places) (Special Parking Area) (No 1) Experimental Traffic Order 2004 (as modified by Section 10(2) of the above Act). The 2004 Order suspended the provisions of the Manor Park (Parking Places) (No 1) Order 2003 and applied those provisions so as to re-implement the provisions with the following modifications:

(i) Reduced the hours of operation of the parking places in Durham Road E12, Clarence Road E12 (west of Albany Road), Cumberland Road E12, Wentworth Road, Albany Road, Gladding Road, Keller Crescent, Whitta Road and Comet Close from “at any time” to 9.00 am to 5.00 pm on Monday to Friday inclusive;
(ii) Albany Road—reduced the width of parking places outside Nos 34-42 Albany Road to 1.8 metres;
(iii) Carlton Road—removed a “pay and display only” parking place on the west side, between Romford Road and Clarence Road;
(iv) Carlyle Road—added two and extended one “pay and display only” parking place between Nos 26 and 28 Station Road and extended such a parking place adjacent to No 807 Romford Road;
(v) Clarence Road—added a “pay and display only” parking place on the south side between Albany Road and Carlton Road;
(vi) Gladding Road—relocated a parking place near Keller Crescent from the east to the west side, opposite Nos 9-11; reduced the width of a parking place outside Nos 1 and 2 Gladding Road to 1.8 metres;
(vii) High Street North—added “pay and display only” parking places (2 hour maximum stay) south of Cranbourne Road;
(viii) Manor Park Road—added a permit holder only parking place on the south side, immediately east of the road closure (opposite Nos 47 to 75);
(ix) Salisbury Road—added additional “pay and display only” parking places on the north side adjacent to No 566 Romford Road and extended “permit holder only” bays on the south side near the junction with High Street North;
(x) Whitta Road—removed a permit holder parking place on the east side near the junction with Capel Road;
(xi) Included Capel Road, between Gladding Road and Forest Drive, within the Manor Park Controlled Parking Zone (CPZ) with “permit holder only” parking places operating from 9.00 am to 5.00 pm on Monday to Friday.

3. The general effect of the Disabled Resident Parking Places Order will be to continue in force indefinitely the provisions of the Newham (Manor Park) (Disabled Resident Parking Places) (Special Parking Area) (No 1) Experimental Traffic Order 2004 which introduced parking places for use by disabled badge holders living in Manor Park CPZ, in the vicinity of the following locations: No 42 Albany Road E12; No 48 Carlton Road E12; Nos 59, 63, 69, 71, 91 and 115 Carlyle Road E12; No 9 Cumberland Road E12; Nos 21, 36, 38, 43, 51, 56 and 73 Durham Road E12; Nos 97 to 104 and 105 to 112 Forest View Road E12; outside and opposite Nos 2 to 8 Greenhill Grove E12; Nos 1, 58 and opposite 62/64 Salisbury Road E12; Nos 23 to 37 and 61 Whitta Road E12.
4. The general effect of the Waiting and Loading Restriction Order will be to continue in force indefinitely the provisions of the Newham (Waiting and Loading Restriction) (Special Parking Area) (No 1) Experimental Traffic Order 2004, which suspended the provisions of the Newham (Waiting and Loading Restriction (Special Parking Area) (Amendment No 73) Order 2003 and applied those provisions so as to re-implement the provisions with the addition of restrictions on waiting at any time in Capel Road, between Gladding Road and Forest Drive (outside the parking places).
5. The general effect of the Free Parking Places (Disabled Persons) Order will be to continue in force indefinitely the provisions of the Newham (Manor Park) (Free Parking Places) (Disabled Persons) (No 1) Experimental Order 2004 which (a) suspended the designation of general use disabled persons parking places which were either redundant or were being replaced by disabled resident parking places; and (b) designated a general use disabled persons parking place outside No 102 Durham Road E12.
6. Copies of the Orders, which will come into force on 12 May 2006, and of documents giving more detailed particulars of the Orders are available for inspection during normal office hours until 6 weeks from the date on which the Orders come into force on Mondays to Fridays inclusive at the offices of the Head of Public Realm, 25 Nelson Street, East Ham, London E6 6EH. Copies of the Orders may be obtained from this address.
7. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or of any instrument under the Act has not been complied with, that person may, within 6 weeks of the date on which the Orders were made, apply for the purpose to the High Court.
