EAST BARNET ROAD WAITING RESTRICTIONS
Notice is hereby given that the Council of the London Borough of Barnet have made on 2 November 2006 The Barnet (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 129) Traffic Order 2006 “The Permanent Order” and The Barnet (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 130) (Experimental) Traffic Order 2006 “The Experimental Order” under sections 6, 9 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and all other enabling powers The general effect of the permanent Order will be to introduce new Monday to Saturday 7.00 am to 7.00 pm waiting restrictions on the south-western side of East Barnet Road between its junctions with Margaret Road and Victoria Road. East Barnet Road is subject to high vehicular and pedestrian volumes and the presence of parked vehicles causes considerable delay to through traffic particularly during the peak periods. It is considered that the Monday to Saturday 7.00 am to 7.00 pm restrictions are necessary as when vehicles park on unrestricted lengths of both sides of East Barnet Road between its junctions with Margaret Road and Victoria Road, traffic flow problems occur. The general effect of the experimental Order will be to introduce new experimental At Any Time waiting restrictions on both sides of East Barnet Road in the vicinity of its junction with Margaret Road. The new At Any Time waiting restrictions will be introduced on an experimental basis to enable the Council to effectively monitor their effectiveness in conjunction with other measures, and would allow the Council to make rapid changes if and where necessary based on traffic conditions and feedback from the community. A copy of the permanent Order which will come into operation on Monday 27 November 2006, a plan of the relevant areas and the Council’s Statement of Reasons for making the Orders can be inspected between 9.00 am and 5.00 pm on Mondays to Fridays inclusive (Public and Bank Holidays excepted) for a period of 6 weeks at: (a) Design Team, Building 4, North London Business Park, Oakleigh Road South, London N11 1NP; and (b) The information Centre, The Town Hall, The Burroughs, Hendon, London, NW4 4BG. The Experimental Order provides that, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Experimental Order or any provision thereof. Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court. If the provisions of the Experimental Order continue in operation for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Experimental Order should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Anyone who wishes to object to the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of 6 months from the date on which the Experimental Order was made, send a statement in writing of their objection and the grounds thereof to the Design Team, Building 4, North London Business Park, Oakleigh Road South, London N11 1NP in the meantime, while it continues to be in force, the experimental Order can be inspected at Design Team, Building 4, North London Business Park, Oakleigh Road South, London N11 1NP and at The Information Centre, The Town Hall, The Burroughs, Hendon, London NW4 4BG M Freestone, Head of Environment and Transport 2 November 2006.
