NOTE: The amendment to the Scheme that follows this Note is made under Section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Overseas Letter Post Scheme 2001. This amendment to the Scheme, which comes into force on 7 April 2008, provides notification of changes to the prices for several services set out in the Schedules and minor other amendments.

Royal Mail Group Ltd (a) by virtue of the powers conferred upon it by section 89 of the POSTAL SERVICES ACT 2000(b) and of all other powers enabling it in this behalf, hereby makes the following Scheme:

Commencement, citation and interpretation

1. This amendment to the Scheme shall come into operation on 7 April and may be cited as the Royal Mail Group Ltd Overseas Letter Post Amendment (No.15) Scheme 2008.

2. This amendment to the Scheme shall be read as one with the Successor Postal Services Company Overseas Letter Post Scheme 2001(c) (hereinafter called “the Scheme”) as amended by the Consignia plc Overseas Letter Post Scheme Amendment (No.1) 2001,(d) the Consignia plc Overseas Letter Post Scheme Amendment (No.2) 2001,(e) the Consignia plc Overseas Letter Post Scheme Amendment (No.3),(f) the Consignia plc Overseas Letter Post Scheme Amendment (No.4) 2002,(g) the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.5) 2002,(h) the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.6) 2003,(i) the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.7) 2003,(j) the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.8) Scheme 2003, (k) the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.9) Scheme 2004 (l), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.10) (m), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.11)(n), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.12)(o), the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.13)(p) and the Royal Mail Group plc Overseas Letter Post Scheme Amendment (No.14)(q)

3. A reference in this Scheme to the Successor Postal Services Company shall be read as a reference to Royal Mail Group Ltd.

Paragraph 5. LETTERS AND POSTCARDS OTHER THAN AIRMAIL PACKETS

In the title of paragraph 5 the words “PRINTED PAPERS AND SMALL” will be included after the words “OTHER THAN AIRMAIL”, and in the Arrangement of Paragraphs, the same change shall be made to the title of paragraph 5.

Sub-paragraph (3) will be deleted and replaced with the following:

“Postage at the rates specified in Part 3 of schedule 1 to the Scheme shall be charged and paid on all Surface Mail letters and postcards for transmission to destinations outside Europe.”

Paragraph 6. MAIL TO HM FORCES AND NAVY SHIPS

The paragraph will be deleted and replaced with the following:

“MAIL TO HM FORCES AND ROYAL NAVY SHIPS

(1) Postage at the rates specified in Schedule 3 shall be charged and paid on all letters, postcards, and packets, and postage at the rates specified in Schedule 10 shall be charged and paid on all Special Delivery packets, posted in the British postal area, for transmission:

(i) to a person on board a ship of the Royal Navy (whether on the high seas or in any part or place outside the British postal area), or;

(ii) to a member of the armed forces of the United Kingdom or of any other Commonwealth country serving outside the British postal area with the armed forces of the United Kingdom or any other Commonwealth country, being transmitted through a British Forces Post Office or a civilian postal administration in any Commonwealth or foreign country or a US Army Post Office which has agreed to deliver without surcharge letters and postcards at the said rates.

(2) Postage at the rates specified in Schedule 3 shall be charged and paid on all letters, postcards and packets, and postage at the rates specified in Schedule 10 shall be charged and paid on all Special Delivery packets posted:

(i) by a member of the Forces referred to in paragraph 6(1)(ii) serving as therein mentioned, for transmission through a British Forces Post Office at which British postage stamps are issued, to a person in the British postal area;

(ii) on board a ship of the Royal Navy (whether on the high seas or in any port or place outside the British postal area) for transmission to a person in the British postal area.

(3) Any postal packets for delivery to a person referred to in sub-paragraph (1) above are delivered Royal Mail to the Ministry of Defence, who arrange their onward transmission.

(4) Any postal packets referred to in sub-paragraph (2) above are handed to the Post Office in the British postal area, for onward transmission within that area, by the Ministry of Defence who arranges for the transmission of such postal packets to the British postal area.

Paragraph 7. POSTING ON BOARD SHIP

The paragraph will be deleted in its entirety.

Paragraph 8. LITERATURE FOR THE BLIND

The words “(other than an air mail packet)” will be deleted.

Paragraph 9. AIR MAIL PACKETS

The paragraph and its title will be deleted and replaced with the following, and in the Arrangement of Paragraphs, the same change shall be made to the title of paragraph 9:

“AEROGRAMMES

There shall be charged and paid:

(a) on every Airletter sold singly postage of 50p, on every pack of 6 Airletters postage of £2.76, on every pictorial Airletters sold singly postage of 63p and on every pack of 6 pictorial Airletters postage of £3.48;

(b) on every Forces Airletter, postage of 36p;

(c) on every Aircard, postage of £1.35.”

Paragraph 10. OTHER PRINTED PACKETS AND SMALL PACKETS

The paragraph and its title will be deleted and replace with the following, and in the Arrangement of Paragraphs, the same change shall be made to the title of paragraph 10:

“PRINTED PAPERS AND SMALL PACKETS

(1) Postage at the rates specified in Part 1 of Schedule 2 shall be charged and paid on Airmail Printed Papers.

(2) Except as otherwise provided by sub-paragraph (1) of this paragraph and paragraph 5 postage at the rates specified in Part 2 of Schedule 2 shall be charged and paid on outgoing Surface Mail Printed Papers and outgoing Surface Mail Small Packets.

(3) Postage at the rates specified in Part 3 of schedule 2 shall be charged and paid on Airmail Small Packets.

(4) Upon every Airpack, there shall be charged and paid the fees specified in Schedule 8.

(5) This paragraph does not apply to Airmail Letters.”

Paragraph 34. COMPENSATION FOR SPECIAL DELIVERY PACKETS FOR TRANSMISSION THROUGH A BRITISH FORCES POST OFFICE OR SENT TO A BRITISH FORCES POST OFFICE NUMBERED ADDRESS OR A US ARMY POST OFFICE ADDRESS THROUGH AN ORDINARY POST OFFICE

In the title of paragraph 34 the words “SENT TO MEMBERS OF HM FORCES SERVING AT” will be included after the words “OR SENT TO A BRITISH FORCES POST OFFICE NUMBERED ADDRESS OR” and in the Arrangement of Paragraphs, the same change shall be made to the title of paragraph 34.

Paragraph 37A. COMPENSATION FOR AIRSURE PACKETS, AIRSURE PACKS, INTERNATIONAL SIGNED FOR PACKETS AND INTERNATIONAL SIGNED FOR PACKS

The following sub-paragraph shall be inserted as sub-paragraph (1b):

“The maximum amount of compensation payable in respect of lost or damaged mobile telephones shall not exceed £36 per postal packet, parcel (or any other posting of any description), regardless of the number of mobile telephones in it.”

Paragraph 38. COMPENSATION FOR CERTAIN OTHER POSTAL PACKETS

Sub-paragraph (2) will be deleted and replaced with the following:

“The total amount of compensation which the Post Office may pay under sub-paragraph (1) in respect of any one postal packet and its contents shall not in any case exceed £36.”

Paragraph 40. INTERNATIONAL REPLY COUPONS

Sub-paragraph (2) will be deleted and replaced with the following:

“The charge for an international reply coupon shall be 95p.”
