EDF ENERGY: CONSULTATION ON PLANS FOR A NEW NUCLEAR POWER STATION AT HINKLEY POINT C
Notice is hereby given that, subject to the outcome of consultation, NNB Generation Company Limited (the Applicant, also referred to as EDF Energy), whose registered office is at 40 Grosvenor Place, London, SW1X 7AW, intends to apply to the Infrastructure Planning Commission (IPC) for a development consent order (DCO) to authorise construction, operation and maintenance of a new nuclear power station at Hinkley Point, Somerset.
The proposed DCO would, amongst other things, seek permission for:
• construction, operation and maintenance of a new nuclear power station, known as Hinkley Point C, on a site to the west of the existing Hinkley Point A and B power stations in West Somerset. Development on-site would include: two UK EPR reactor units and associated plant; cooling water systems and associated infrastructure; staff and storage facilities; fuel and waste management facilities; overhead transmission infrastructure; a sea wall; National Grid 400kV substation; a public information centre; site preparation works; temporary accommodation campus for workers; and other ancillary and related development, including diversion of utilities, that may be properly authorised by the DCO; and
• associated development necessary to facilitate construction or operation of the power station at other sites in West Somerset and Sedgemoor Districts including:
— accommodation campuses for construction workers in Bridgwater on land at the former Innovia site (north of the A39 Bath Road) and land at Bridgwater and Albion Rugby Football Club (south of the A39 Bath Road on College Way);
— park and ride facilities at land to the west of Dunball Roundabout, near Junction 23, M5; land in the vicinity of the Huntworth Roundabout, near Junction 24, M5; land to the south of Cannington off the A39; and land to the west of Williton close to the junction of the A39 and the B3190;
— freight management facilities at land to the west of Dunball Roundabout, near Junction 23, M5; land in the vicinity of the Huntworth Roundabout, near Junction 24, M5; and at land south of Combwich;
— an induction centre and postal consolidation facility at land to the west of Dunball Roundabout, near Junction 23, M5;
— refurbishment and upgrading of Combwich Wharf;
— a bypass to the west of Cannington between the A39 and C182; and
— highway improvement works.
The proposed DCO would also include provisions permitting the compulsory acquisition and use of land and interference with public rights of way. The Hinkley Point C project would be a development requiring an environmental impact assessment. The Applicant would therefore submit an Environmental Statement as part of its application for a DCO.
The Applicant is consulting on proposed material changes to its preferred proposals for Hinkley Point C, specifically in relation to an alternative site for the park and ride and freight management facility in the vicinity of the Huntworth roundabout near Junction 24 of the M5, including ancillary facilities such as a temporary induction centre and temporary postal consolidation facility, and highway improvements in the Bridgwater area, for approximately six weeks from 1 July to 12 August 2011. The documents, plans and maps showing the nature and location of these proposed changes to the development are available for inspection free of charge from 1 July until 12 August 2011 as follows:

— West Somerset Council, West Somerset House, Killick Way, Williton, Somerset, TA4 4QA during its published opening times;
— Sedgemoor District Council, Bridgwater House, King Square, Bridgwater, TA6 3AR during its published opening times;
— Somerset County Council, County Hall, Taunton TA1 4DY, during its published opening times; and
— Somerset public libraries and Tourist Information Offices in West Somerset and Sedgemoor Districts during their published opening times; and

EDF Energy will provide hard copies of documents, plans and maps on request at a charge of ten pence per A4 sheet. Please contact the EDF Energy office in London or Bridgwater for further details.
The Applicant must receive representations made in response to this consultation no later than 12 August 2011.
