NOTICE OF PROPOSED APPLICATION FOR DEVELOPMENT CONSENT TO CONSTRUCT AND OPERATE A WIND FARM WITHIN CLOCAENOG FOREST, NORTH WALES.
- 1 Notice is hereby given that RWE Npower Renewables Limited of Auckland House, Lydiard Fields, Great Western Way, Swindon, Wiltshire, SN5 8ZT intends to apply for development consent to the Infrastructure Planning Commission (“IPC”) under section 37 of the Planning Act 2008 (“the 2008 Act”) for the above-mentioned wind farm (“the proposed application”).
- 2 RWE npower renewables constructs and operates wind farms in the UK and is proposing to build a wind farm comprising up to 32 wind turbines with a generating capacity of up to 96 megawatts (MW). The proposed wind farm (to be known as Clocaenog Forest Wind Farm) is located within Clocaenog Forest, in the County of Denbighshire and in the County Borough of Conwy, North Wales. Given that the generating capacity of the wind farm is over 50 MW, application for development consent is required to be made to the IPC under the provisions of the 2008 Act.
- 3 The proposed application to the IPC seeks development consent for the construction and operation of a wind farm within Clocaenog Forest, North Wales which includes the following development—
• the construction of up to 32 wind turbines;
• approximately 6.11 km of new access tracks;
• the laying of underground cabling adjacent to approximately 3.95km of public roads, including works to those public roads
• the laying of underground cabling adjacent to approximately 31.89 km of existing access tracks, including works to those existing access tracks
• the construction of an onsite substation;
• the construction of hardstanding areas;
• the construction of external transformers;
• the construction of two permanent wind monitoring masts;
• the construction of a temporary construction compound;
• the construction of a temporary electrical compound;
• the temporary stopping up of public footpaths, during the construction of the works; and
• four borrow pits for the extraction of stone to be used in the construction of development.
- 4 The proposed application would also seek to authorise the compulsory purchase of land and rights in land to facilitate construction of the proposed wind farm.
- 5 The proposed application is “EIA development” for the purposes of The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. This means that the proposed works constitute development for which an Environmental Impact Assessment is required and the proposed application will therefore be accompanied by an Environmental Statement.
- 6 The documents, plans and maps listed in paragraph 9 below and showing the nature and location of the proposed wind farm together with copies of the draft Environmental Statement (ES) and the Non-Technical Summary (NTS) which include the information so far compiled about the environmental impacts (“preliminary environmental information”), are available for download from our website www.npower-renewables.com/clocaenogforest. Those documents are also available for viewing free of charge from the 4th of August 2011 until the 28th September 2011 at the places and times set out below:
