DEVELOPMENT CONSENT ORDER AT EAST NORTHANTS RESOURCE MANAGEMENT FACILITY, STAMFORD ROAD, NORTHAMPTONSHIRE

NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (DCO)

Notice is hereby given that Augean PLC (the “Applicant”) of 4 Rudgate Court, Walton, Wetherby, West Yorkshire. LS23 7BF proposes to apply to the Infrastructure Planning Commission (“the IPC”) under section 37 of the Planning Act 2008 for the above mentioned DCO (“the proposed application”)

As the Government has introduced, on 1 October 2011, the section of the Planning Act 2008 relating to Nationally Significant Infrastructure Projects for hazardous waste facilities, Augean are obliged to submit the application to the IPC for determination. To fulfil the procedural requirements this advertisement gives notice of an opportunity to make any further comments on the proposed development so that they can be taken into account before the application is submitted. The proposed application to the IPC seeks consent for the construction and operation of a hazardous waste facility and other development to be constructed at the East Northants Resource Management Facility (ENRMF) Stamford Road, Kings Cliffe, PE8 6XX

The proposed application will seek a DCO that will include authorisation for the following elements:

• Consent to extend the operation of a soil treatment facility with an increase from the currently consented capacity of 100,000tpa to 150,000tpa of contaminated materials comprising predominantly hazardous wastes.

• Construction of new landfill void for the disposal of hazardous wastes and low level radioactive waste with an activity of up to 200Bq/g at an input rate of up to 150,000tpa,

• Continuation of filling of hazardous waste and low level radioactive waste in the currently consented landfill.

• A maximum input rate to the site for all wastes of 250,000tpa,

• Extraction and stockpiling of clay and other suitable materials for engineering purposes and the exportation of some clay and other suitable materials for use in landfill engineering at the nearby Augean Thornhaugh Landfill Site and for sale,

• The restoration of the site to woodland and grassland following the completion of landfilling.

• An anticipated period of development until 2026

The proposed application is “EIA development” for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. Therefore, the Applicant has made preliminary environmental information available. A copy of the details of the proposals, preliminary environmental information, plans, maps and other documents may be inspected free of charge at the following locations and during the hours set out below. These will be available until 29 January 2012.

A copying charge of £450 for the full suite of documents will apply for hard copies and £5 for an electronic copy on CD.

Augean PLC has consulted on the proposed application in the way described in the Statement of Community Consultation that was published in the Stamford Mercury on 6 May 2011. A copy of this is available on the company website www.augeanplc.com In the Statement of Community Consultation it was publicised that the application would be submitted to Northamptonshire County Council. For the reasons stated above it will now be submitted to the IPC. All comments made as part of the consultation process carried out earlier in 2011 will continue to be taken into account in the development of the proposals.
