NOTICE OF ACCEPTANCE OF APPLICATION FOR A DEVELOPMENT CONSENT ORDER BY THE INFRASTRUCTURE PLANNING COMMISSION
Notice is hereby given that the Infrastructure Planning Commission (“IPC”) has accepted an application (“the Application”) made to the IPC by Halite Energy Group Limited (“Halite”) of Unit 5, St Georges Court, St Georges Park, Kirkham, Lancashire PR4 2EF for a development consent order (“DCO”) under the Planning Act 2008. The Application was made on 30 November 2011 and accepted on 23 December 2011. The IPC Application reference is EN30001.
The Application relates to the construction and operation of an underground gas storage facility at Preesall, Lancashire and associated pipelines, cables and infrastructure (“Project”).
The proposed DCO will authorise the Project, which comprises several elements, including the elements below:
• construction and operation of an underground gas storage facility comprising up to 19 underground gas storage caverns with a total storage capacity of up to 900 million cubic metres of natural gas and working capacity of up to 600 million cubic metres of gas to be created by a solution mining process in the Preesall halite deposit;
• Associated Development under section 115(2) Planning Act 2008 including 7 multiple wellhead compounds to accommodate the drilling rig and wellheads for creation of the caverns; gas manifold and distribution infrastructure to connect the completed caverns to the gas compressor compound and interconnector pipeline; water washing infrastructure to dissolve the salt and create the caverns together with pumps and pipelines to draw seawater from the Fish Dock at Fleetwood and pump it to the Preesall site; temporary drilling compounds at the Fleetwood Fish Dock; a booster pump station; a gas compressor compound at the Preesall site connected to the gas national transmission system near Nateby, approximately 12km to the east of Preesall by gas distribution pipelines including a connection to National Grid gas feeder pipelines; a new access road from the A588 to the Preesall site; brine discharge pipeline from the Preesall site to a point approximately 2.3km offshore from Rossall promenade to a two port single diffuser; power, communication, control pipelines from Fleetwood Fish Dock to the Preesall site; underground electricity cables from United Utilities switchgear in the Stanah Switchyard to the Preesall site; extension to sea wall at West Way to accommodate brine outfall and new observation platform; landscaping and ecological mitigation works;
• the compulsory acquisition of land and/or rights as shown on the Land Plan and Book of Reference comprised within the Application documents; temporary use and possession of land for carrying out construction of the Project; interference with, suspension and extinguishment of easements and other rights over or affecting land; powers to survey and investigate land, to undertake protective works to buildings and to lop trees overhanging the proposed works;
• permanent and/or temporary changes to the highway network; provisions relating to streets; temporary stopping up of highways; temporary interference with public rights of way; and the application of legislation relevant to the Project;
• a deemed marine licence under section 149A Planning Act 2008 in respect of the construction of the offshore elements of the brine discharge pipeline and the new observation platform and crossing for the pipeline through the sea wall at Rossall promenade;
• a deemed hazardous substances consent under the Planning (Hazardous Substances) Act 1990 (as amended by Schedule 2, paragraphs 42 to 47 of the Planning Act 2008) in respect of the proposed storage of natural gas, methanol and glycol at the Preesall site.
The Project is an environmental impact assessment development for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. An environmental statement accompanies the Application.
A copy of the application form and accompanying application documents, draft DCO, environmental statement,plans and maps may be inspected free of charge from 4 January 2012 until 10 February 2012 at the locations and times set out below:

Further details of the Project and copies of the Application documents will be available online from 4 January 2012 on Halite’s website at www.halite-energy.co.uk .

Copies of the full suite of Application documents can be obtained for £1,050 per hard copy set and £15 for an electronic copy on DVD. Copies of individual documents are also available on request. A charge may be applied.
How to Respond to the Application:
Any representations giving notice of any interest in, or objection to the Application must be made on an “Application to Register as an Interested Party (Relevant Representation) Form”, which can be downloaded from the Project’s page on the IPC’s website at http://infrastructure.independent.gov.uk . Alternatively, please telephone the IPC on 0303 444 5000 to request a hard copy of that form. Completed forms must be sent to the Infrastructure Planning Commission, Temple Quay House, Temple Quay, Bristol BS1 6PN . The IPC’s reference for the Project, EN030001, should be quoted in any correspondence. Any representation must be received by the IPC by 10 February 2012 and must be made to the IPC on an “Application to Register as an Interested Party (Relevant Representation) Form ”. Guidance on registering is provided by the IPC Advice Note 8.3: Putting Your Case to the IPC which can be accessed online from the above IPC web address. Responses and other representations will be made public.
