AMENDMENT TO CONTROLLED HOURS AND EXTENSION OF THE LSE ZONE INTO THE BUSHWOOD AREA OF LEYTONSTONE

THE WALTHAM FOREST (WAITING & LOADING RESTRICTION) (AMENDMENT NO. 2) TRAFFIC ORDER 2011

  • 1 NOTICE IS HEREBY GIVEN that on the 9 JANURARY 2012 the Council made the above mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The effect of the above mentioned Orders will be to make permanent the provisions below from the experimental Orders: -
    • a Cann Hall (CH) Controlled Parking Zone, that included - ARGYLE ROAD, ARUNDEL CLOSE, BELTON ROAD, BORTHWICK MEWS, BORTHWICK ROAD, BURGESS ROAD (all that lies within the LONDON BOROUGH OF WALTHAM FOREST ), CANN HALL ROAD, between its junction with HIGH ROAD LEYTONSTONE and its junction with STEELE ROAD, CROWNFIELD ROAD, between its junction with HIGH ROAD LEYTONSTONE and the common boundary of NOS. 41 and 43 CROWNFIELD ROAD, EVE ROAD, GILBERT STREET (all that lies within THE LONDON BOROUGH OF WALTHAM FOREST ), HIGH ROAD LEYTONSTONE, between its junction with LEYTONSTONE ROAD and its junction with STEELE ROAD, JANSON ROAD (all that lies within THE LONDON BOROUGH OF WALTHAM FOREST ), LANGTHORNE ROAD, between its junction with THORNE CLOSE and its junction with UNION CLOSE, LEYTONSTONE ROAD (all that lies within THE LONDON BOROUGH OF WALTHAM FOREST ), MARLBOROUGH ROAD, MORRIS ROAD, OAKLAND ROAD, SNOWBERRY CLOSE, STEELE ROAD, THORNE CLOSE, UNION CLOSE and VICTORIA ROAD ;
    • b Crownfield (CF) Controlled Parking Zone to included - AMETHYST ROAD, BRIERLEY ROAD, BUTTERMERE CLOSE, CROWNFIELD ROAD between its junction with HIGH ROAD LEYTON and the common boundary of NOS. 41 AND 43 CROWNFIELD ROAD, DOWNSELL ROAD, DRAPERS ROAD, DUNMOW ROAD (all that lies within THE LONDON BOROUGH OF WALTHAM FOREST ), EDITH ROAD (all that lies within THE LONDON BOROUGH OF WALTHAM FOREST ), ELLINGHAM ROAD, HALL ROAD, HIGH ROAD LEYTON, between the common boundary of NOS. 78 AND 80 HIGH ROAD LEYTON and its junction with CROWNFIELD ROAD, HOLLOWAY ROAD, LANGTHORNE ROAD, BETWEEN ITS JUNCTIONS WITH NORTH BIRKBECK ROAD/FRITH ROAD and its junction with UNION CLOSE, LESLIE ROAD, NORTH BIRKBECK ROAD, SOUTH BIRKBECK ROAD and STEWART ROAD ;
    • c permit holder, voucher, shared use: permit holder/voucher, doctor and blue badge disabled parking places and loading places into certain roads within Cann Hall and Cann Hall CPZ’s.
    • d in respect of permit holder parking places to: -
      • i retain the existing operational hours of permit holder parking places from 10.00 a.m. to 4.00 p.m. Mondays to Fridays inclusive in KIRKDALE ROAD and LEMNA ROAD ;
      • ii amend the operational hours of permit holder parking places from 10.00 a.m. to 4.00 p.m. Mondays to Fridays inclusive to operating from 10.00 a.m. to 2.00 p.m. Mondays to Fridays inclusive in AYLMER ROAD, BARCLAY ROAD, BARFIELD ROAD, BROCKWAY CLOSE, BURGHLEY ROAD, BUSHWOOD (BETWEEN MORNINGTON ROAD AND STANMORE ROAD), CARADON CLOSE, CARLTON ROAD, CHURCH LANE, COTTON CLOSE, DACRE ROAD (BETWEEN CARLTON ROAD AND MOHAMAD KHAN ROAD), DAVIES LANE, GROVE ROAD, HAROLD ROAD, HARRINGTON ROAD, HARVEY ROAD, LISTER ROAD, MICHAEL ROAD, MORNINGTON ROAD, STANMORE ROAD, VERNON ROAD and WOODVILLE ROAD (BETWEEN MORNINGTON ROAD and LEYSPRING ROAD );
      • iii amend the operational hours of permit holder parking places from 10.00 am to 4.00 p.m. Mondays to Fridays inclusive to operating from 10.00 a.m. to 2.00 p.m. Mondays to Thursdays inclusive and 10 a.m. to 12.30 p.m. on a Fridays in DACRE ROAD (BETWEEN MOHAMAD KHAN ROAD AND BARFIELD ROAD) and MOHAMAD KHAN ROAD.
    • e in respect of waiting restrictions to :-
      • i retain the existing operational hours of single yellow lines 10.00 a.m. to 4.00 p.m. Mondays to Fridays inclusive in KIRKDALE ROAD and LEMNA ROAD,
      • ii amend the operational hours of single yellow lines from 10.00 am to 4.00 p.m. Mondays to Fridays inclusive to operating from 10.00 a.m. to 2.00 p.m. Mondays to Fridays inclusive in AYLMER ROAD, BARCLAY ROAD, BARFIELD ROAD, BROCKWAY CLOSE, BURGHLEY ROAD, BUSHWOOD (BETWEEN MORNINGTON ROAD AND STANMORE ROAD), CARADON CLOSE, CARLTON ROAD, CHURCH LANE, COTTON CLOSE, DACRE ROAD, DAVIES LANE, GROVE ROAD, HAROLD ROAD, HARRINGTON ROAD, HARVEY ROAD, LISTER ROAD, MICHAEL ROAD, MOHAMAD KHAN ROAD, MORNINGTON ROAD, STANMORE ROAD, VERNON ROAD and WOODVILLE ROAD (BETWEEN MORNINGTON ROAD and LEYSPRING ROAD ).
    • f Dagenham, Millicent and Norton Roads Controlled Parking Zone (CPZ) that included - DAGENHAM ROAD, LEA BRIDGE ROAD between its junction with DAGENHAM ROAD and its junction with MILLICENT ROAD, MILLICENT ROAD and NORTON ROAD ; and
    • g permit holder parking places into DAGENHAM, MILLICENT and NORTON ROADS within the CPZ.
  • 3 The Orders will provide that: -
    • a the operational hours in CF and CH CPZ ‘s for:-
      • i voucher parking places will be between 9 a.m. and 5 p.m. on Mondays to Saturdays inclusive, with a maximum stay period of 2 hours;
      • ii shared use (permit holder/voucher) parking places will be between 9 a.m. and 5 p.m. on Mondays to Saturdays inclusive, with a maximum stay period of 2 hours;
      • iii doctor parking places will be between 8 a.m. and 8 p.m. throughout the week;
      • iv blue badge disabled parking places will be “at any time”;
      • v loading places will be “at any time”; and
      • vi other permit parking places will be between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays;
    • b the operational hours in the MD CPZ for the permit holder parking places will be between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays;
    • c in regards to outside of the existing Leytonstone East (LSE) CPZ, will be to: -
      • i extend the existing boundary of the Leytonstone East (LSE) Controlled Parking Zone into BEACONTREE ROAD, BROWNING ROAD, BUSHWOOD (between BROWNING ROAD and STANMORE ROAD ), FOREST VIEW, HARTLEY ROAD, HIGH ROAD LEYTONSTONE (between BUSH ROAD and BROWNING ROAD south-east side only) and (north-west side only between NOS. 875 and 889 HIGH ROAD LEYTONSTONE ), JOHN DRINKWATER CLOSE, LEYBOURNE ROAD, LEYSPRING ROAD and WOODVILLE ROAD (BETWEEN LEYSRING ROAD and BUSHWOOD );
      • ii introduce permit holder parking places operating from 10.00 a.m. to 2.00 p.m. Mondays to Fridays inclusive in BEACONTREE ROAD, BROWNING ROAD, BUSHWOOD (between BROWNING ROAD and STANMORE ROAD), FOREST VIEW, HARTLEY ROAD, JOHN DRINKWATER CLOSE, LEYBOURNE ROAD, LEYSPRING ROAD and WOODVILLE ROAD (BETWEEN LEYSRING ROAD and BUSHWOOD );
    • d introduce waiting restrictions operating from 10.00 a.m. to 2.00 p.m. Mondays to Fridays inclusive and “at any time” in BEACONTREE ROAD, BROWNING ROAD, BUSHWOOD ( between BROWNING ROAD and STANMORE ROAD), FOREST VIEW, HARTLEY ROAD, JOHN DRINKWATER CLOSE, LEYBOURNE ROAD, LEYSPRING ROAD and WOODVILLE ROAD (BETWEEN LEYSRING ROAD and BUSHWOOD) ;
    • e existing LSE permits issued for the streets specified in paragraphs 2(d)(i), (ii) and (iii) will be valid in the streets specified in paragraph 3(c) above;
    • f residents’ permits, business/charity permits, visitors’ permits, school parking permits, residents’ foreign vehicle permits and essential user/carers permits may be issued, on payment of the appropriate charge, to a person who is the keeper of a passenger vehicle (having 8 passenger seats or less), certain goods carrying vehicles and invalid carriages, (motor cycles would be able to park in permit parking places, free of charge, without the need of a parking permit) providing that in the case of:-
      • i a residents’ permit, they are a resident of a street specified above and their vehicle is UK registered to that address;
      • ii a foreign vehicles residents’ permit, they are a resident of a street specified above and their vehicle is registered outside of the UK;
      • iii a business/charity permit, they have a business in a street specified above and that the permit is for a vehicle which is essential to the operation of that business/charity and is used in the purchase and sale of goods or services in connection with that business/charity;
      • iv an essential users/carers permit, they are a doctor or carer who has a surgery in or works in the London Borough of Waltham Forest, or employed by or contracted to the Council, or employed by or contracted to a health authority, or employed by the Metropolitan Police, or employed by the London Fire and Civil Defense Authority, or a company that services fire fighting appliances and for whom the use of a vehicle is essential to the carrying out of their public service duties in a street specified above;
      • v a visitors’ permit, they are a resident of a street specified above and that such permit is to be used by a bona fide visitor to their home;
      • vi a schools parking permit, they are a parent of a student enlisted at a school situated in or near to the streets specified above;
    • g vehicles displaying any valid permit displaying the letters:-
      • i CH may use the permit parking places provided in the streets specified in paragraph 2(a) above, and those permit holders who are Waltham Forest residents of BURGESS ROAD, GILBERT STREET, JANSON ROAD and LEYTONSTONE ROAD will be able to park in the SNW parking places in the same roads only and operated by the London Borough of Newham, once introduced. Newham permit holders who are residents of BURGESS ROAD, GILBERT STREET, JANSON ROAD and LEYTONSTONE ROAD would also be able to park in the CH parking places operated by the London Borough of Waltham Forest in the same roads only;
      • ii CF may use the permit parking places provided in the streets specified in paragraph 2(b) above;
      • iii LSE may use the permit parking places provided in the streets specified in paragraphs 2(a)(i), (i) and (iii) and 3(b) above, only;
      • iv MD DAGENHAM, LEA BRIDGE ROAD, MILLICENT ROAD and NORTON ROAD ;
    • h except in the parking places referred to above, waiting by vehicles will be banned in the streets above in respect to the following ‘controlled parking zones’
      • i LSE CPZ, 10.00 a.m. to 2.00 p.m. Mondays to Fridays; and
      • ii CH, CF and MD CPZ between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive.

[“At any time” waiting restrictions in certain areas of certain streets listed in paragraphs 2 above will also apply]

  • 4 Copies of the Orders, which will come into operation on 9 JANURARY 2012 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at ( a ) The Information Desk, Town Hall, Forest Road, Walthamstow, E17 and ( b ) Low Hall, Argall Avenue, London, E10 7AS.
  • 5 Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made there under has not been complied with in relation to the Order may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
