NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (DCO) FOR A NEW BIOMASS POWER STATION AT ROOSECOTE, BARROW-IN-FURNESS
Notice is hereby given that Centrica RPS Ltd (the Applicant) of Maidenhead Road, Windsor, Berkshire, SL4 5GD, intends to apply to the Infrastructure Planning Commission (IPC) for a DCO under Section 37 of the Planning Act 2008 to build and operate an 80MW(net) biomass fuelled electricity generating power station in Roosecote, Barrow-in-Furness, Cumbria.
The proposed application seeks development consent for the construction and maintenance of a biomass power station and associated development comprising of:-
Within the site of the current gas fired power station:
• A biomass boiler house together with ancillary plant and exhaust stack;
• Silos for storage of flue gas cleaning reagents, fly ash and flue gas treatment residues;
• Electrical connection to the existing transformer and downstream HV equipment;
• Extension to internal site roads, weighbridges, car and HGV parking;
• Facilities for unloading fuel from the proposed rail link and sidings;
• Road delivery unloading facilities;
• A biomass screening building;
• Conveyors for the transfer of fuel from the points of reception to the fuel stores comprising of A-frame storage buildings and silos;
• Surface water management through Sustainable Urban Drainage System (SUDS);
• Alterations of the existing gas fired power station including the modification/demolition of buildings to accommodate the proposed new biomass power station;
• The development of associated construction and laydown areas at various locations around the site.
Works to construct a new rail link in Roosecote:
• The construction and maintenance of a rail link connecting the proposed biomass power station to the existing Cavendish Dock siding at a point near the north eastern corner of the Cavendish Dock. The new line largely follows the curve of a former railway line which runs to the north and east of the derelict Salthouse paper mill and past the United Utilities Wastewater Treatment Works, before reaching the site of the proposed biomass power station;
• A new railway bridge across the Mill Beck outfall, the infilling of a small area of the north east corner of Cavendish Dock, a new railway bridge across Salthouse Road and the diversion of the main sewer in the north east corner of Cavendish Dock;
• Provision of suitable security fencing along the new rail link;
• The provision of a level crossing across the proposed rail link to accommodate existing private access roads and public rights of way;
• The provision of level crossings and pedestrian access within the United Utilities Wastewater Treatment Works;
• The development of associated construction and laydown areas at various locations along the rail corridor.
Works at Barrow Port:
• The development of a new biomass reception facility at Barrow Port including ship unloading cranes, fuel screening and storage facilities and a rail loading facility at the quayside;
• The development of associated construction and laydown areas at various locations within the Port area.
The Roosecote biomass power station proposal is “EIA development” for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 which is development requiring that an Environmental Impact Assessment be carried out. The Applicant will therefore submit an Environmental Statement as part of its application for development consent. The project documents, plans and maps showing the nature and location of the proposed development including the information so far compiled about environmental impacts (preliminary environmental information) are available for inspection free of charge from Friday February 17th 2012 until Monday April 2nd 2012 as follows:

• At a public exhibition to be held on Thursday 1st March at Roose Primary School, Barrow-in-Furness and Friday 2nd and Saturday 3rd March 2012 at The Park Leisure Centre, Barrow-in-Furness. Please refer to the project website for timing information.
Centrica RPS Ltd will provide DVD copies of documents on request for a charge of £5. Hard copies of the Preliminary Environmental Information and associated documents can also be purchased at a cost of £450. A non technical summary can be provided on request free of charge.
