DEVELOPMENT CONSENT ORDER AT RATTY’S LANE, HODDESDON, HERTFORDSHIRE

NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (“DCO”)

Notice is hereby given that Veolia Environmental Services (UK) Plc (the “Applicant”) of 8th Floor, 210 Pentonville Road, London, N1 9JY intends to apply to the Secretary of State under section 37 of The Planning Act 2008 for the above-mentioned DCO (the “Application”).

The Application refers to the construction and operation of the Fieldes Lock Power Station and associated development to be constructed at Ratty’s Lane, Hoddesdon, Hertfordshire (the “Project”).

The Application will seek a DCO that will include authorisation for the following elements:

  • 1 Construction and operation of a rail-linked power station with an average electrical output of in excess of 50 MWe. The power station will generate electricity from a combination of natural gas and solid recovered fuel and/or similar residual waste. The facility will comprise storage bunkers, two combustion processing lines, a boiler hall, a turbine hall and an associated air pollution control system.
  • 2 Provision of:
    • a Ancillary or associated plant, equipment and buildings to accommodate the Project, including infrastructure to receive solid recovered fuel and similar residual waste fuel by rail and road;
    • b Modifications to the existing rail sidings to incorporate the movement, unloading, loading and storage of material transport containers;
    • c Electricity and gas grid connection infrastructure (including substation and underground cabling);
    • d Foul water sewer connection and surface water outfall;
    • e Site access to the power station from Ratty’s Lane;
    • f Internal site roads and vehicle parking;
    • g Landscaping and habitat creation with related fencing or boundary treatments;
    • h Administrative offices to be located within the power station; and
    • i The demolition of the existing structures on the site.
  • 3 The permanent and/or temporary compulsory acquisition of land and/or rights for the Project;
  • 4 Overriding of easements and other rights over or affecting land for the Project;
  • 5 Permanent and temporary changes to the highway network for the Project;
  • 6 The application and/or disapplication of legislation relevant to the Project as may be required;
  • 7 Construction and operation of associated development, including, but not limited to, those items listed at paragraph 2 above; and
  • 8 Such ancillary, incidental and consequential provisions, permits, consents, waivers or releases as are necessary and/or convenient for the successful completion of the Project.

The Project constitutes EIA development for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. Therefore, the Applicant has made Preliminary Environmental Information (PEI) available. Details of the Project, the PEI Report, plans, maps and other documents showing the nature and location of the proposed development, may be inspected free of charge from 16th April 2012 to 18th May 2012 at the following locations and during the hours set out below:
